Description/Duties

This classification has been designated as a non-classified, non-merit system, at-will position.

First review of applications will be on Monday, April 15, 2024, and weekly thereafter until filled.

The Cybersecurity Architect role is a pivotal leadership and technical position, tasked with defining and communicating the architectural standards, security solution roadmap, and strategic direction within the cybersecurity domain. This role stands apart from a Senior Cybersecurity Engineer (IT Engineer III) by its overarching responsibility for the entire security architecture, including the establishment of standards and the integration with other technology disciplines. The Cybersecurity Architect will at times independently manage the implementation of security solutions, in partnership with team members, or with a project manager and project team in scenarios where the solutions encompass or impact multiple technology areas.

Distinguished from the role of IT Enterprise Architect, which oversees the broader enterprise architecture roadmap across all projects and operations, the Cybersecurity Architect focuses specifically on the cybersecurity aspects, supporting the integration and harmonization of security systems or infrastructure. This role plays a critical part in deciding when to adjust the enterprise-wide security roadmap to meet immediate or future project requirements.

With a high level of accountability for the security systems and projects under their purview, the Cybersecurity Architect is essential to the success of initiatives of any scale within their domain. Operating with established goals and objectives, this role is supervised by the CISO and may receive guidance from an IT Enterprise Architect, who assesses performance through the observation of ongoing work, discussions, evaluation of outcomes achieved, and feedback from customers and/or the team.

Key responsibilities include researching, evaluating, recommending, and integrating security technologies and solutions; providing technical mentorship to junior technicians, analysts, and engineers across various levels; and troubleshooting complex issues specific to implemented platforms, technologies, and solutions. The Cybersecurity Architect aids management in planning, directing, and coordinating operational or procedural matters to fulfill organizational goals and objectives. Employees in this class are required to participate in team on-call support 24-hours a day, 7 days a week. This class is FLSA exempt-computer professional.

About the Ideal Candidate:

The ideal candidate demonstrates the following competencies and skillset:

  • Strong experience leading the technical implementation of enterprise cybersecurity solutions of a highly technical nature; facilitates effectively in meetings and information requirements sessions; and can advocate compromises and resolve conflicts while at the same time protecting the cybersecurity interests of the organization.

  • Has the demonstrated ability to gather, understand, and translate business requirements into solutions; multi-tasks and works independently on complex assignments, using independent discretion and judgment; and can transition quickly between projects and issues.

  • Effectively communicates with IT senior management and business units; and demonstrates strong interpersonal skills, with the ability to easily and effectively interact with technical, non-technical, support, business staff, and external vendors at all levels.

  • Is proficient in written communication, such as report writing, technical documentation, and general correspondence; and has the ability to verbally introduce highly technical topics to a diverse audience.

  • Considerable (3 - 5 years) technical, project leadership, and/or project management experience is highly desirable and may be required by assignment.

  • Supervision of technical staff and Teamwork is highly desirable.

  • Customer service experience is highly desirable.

  • Previous experience in cybersecurity pen-testing, threat hunting, incident response, and/or as a security operation center analyst is highly desirable.

  • Possession of an active cybersecurity certification from any of the following organizations is highly desirable (ISC2, GEAC, Offensive Security, CEH, RedHat, and Microsoft)

  • The ideal candidate will have experience with the following:

  • Secure network, application, server, endpoint, and wireless architectural and security-hardening concepts and best practices

  • Common cybersecurity governance and control frameworks (NIST 800.53 & CSF, CIS v8, PCI-DSS, HIPAA, etc.)

  • Understanding of common cyber-attack vectors and threat countermeasures.

Overall understanding and knowledge of technology infrastructure and commonly implemented security postures.

Qualifications & Requirements

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Quantitative Systems, Management Information Systems, or a related field (such as Engineering or Geography[by assignment]). Extensive (5+ years) design and implementation experience in IT, with a deep knowledge in one of the following technical disciplines: network design, application development, middleware, servers and storage, database management, and cybersecurity. Exposure to multiple, diverse technical configurations, technologies, and processing environments.

Special Requirements. Because of the confidential, sensitive nature of information handled, successful completion of a background investigation and polygraph is required(by assignment). For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa (by assignment).
