PRIMARY DUTIES, RESPONSIBILITIES & ESSENTIAL JOB FUNCTIONS:

This position is for a Subject Matter Expert in Cybersecurity Testing to support the Test and Evaluation Science and Technology Program (T&E/S&T). The T&E/S&T Program is the Departments only Science and Technology Program that invests in technologies to enhance the capabilities of the DoD Test Ranges to test the full spectrum of military capabilities in support of DoD acquisition, experimentation, prototyping, and technical demonstrations. The ideal candidate will have the following:

  • Bachelor's degree or 5+ years of relevant experience (required), MS or PhD (desired) in Computer Science, Computer Engineering, Electrical Engineering, Cybersecurity, Information Technology, Computer and Information, or a related field

  • Experience with the DoD, especially with either DoD S&T, DoD Acquisition, or DoD testing

  • Familiarity with DoD test Ranges, the National Cyber Range, and the Joint Mission Environment Test Capability

  • Experience and a depth of knowledge in several of the following: Computer servers, Computer Networking, Malware analysis, Operating systems, Coding/programming, system architecture, cloud security, intrusion detection, system administration, virtualization and virtual machines, hypervisors, computer software

  • Familiarity with the Systems Engineering process.

  • Experience working with Interdisciplinary teams of scientists and engineers

  • Broad knowledge of technologies relevant to one or more of the 8 current T&E/S&T Test Technology Areas: Cyber Testing, Directed Energy, Hypersonic Testing, Advanced Instrumentation, Artificial Intelligence & Unmanned and Autonomous Systems, C4ISR, Spectrum Efficiency, and Electronic Warfare. Additional areas of experience in Space, Nuclear systems, or Biotechnology are also of interest.

  • Broad Knowledge of Military Systems and their missions

  • Experience providing formal technical assessments of engineering or technology development

MINIMUM SKILLS REQUIRED:

  • Knowledge of the Department of Defense's T&E infrastructure, capabilities, requirements, and workforce

  • Knowledge of the Department of Defense's Acquisition system and have a complete understanding of developmental and operational testing

  • Outstanding interpersonal skills and professional appearance and countenance

  • Excellent communication skills

  • Ability to provide persuasive arguments to support position

  • Comfortable interacting with high-level individuals

  • Function in a fast-paced environment

  • Must be a skilled team player

  • Excellent organizational skills; detail oriented

  • Hard-working, dependable and have the ability to work without direct supervision

  • Current Top Secret Clearance

DESIRED SKILLS:

  • Bachelor's Degree or higher

  • DoD national Capital Region work experience

  • Experence supporting senior goverment civilians and/or military

This candidate will lead a team that operates and maintains various Washington Headquarters Services (WHS)/4th estate applications software and tools, on an Engineering program for JSP. JSP EDE will execute modernization efforts for a large enterprise, multi-tenant environment covering various technologies and initiatives including Applications, VDI, Wireless, Network, Computer, Systems, Software, and more. Responsible for managing very complex and/or high-risk projects, and shall not serve in any other capability. Directs daily staff and task activities to meet client work objectives, timelines, and requirements. Supervises assigned technical, non-technical, and administrative staff, including subordinate managers. Responsible for the delivery of quality task products, services, and deliverables through participation in reviews and audits. Serves as a liaison and focal point with clients to coordinate activities, negotiate tasks, and solve problems. Responsible for coordinating and monitoring subcontractor activities. The Applications O&M Subject Matter Expert will: * Lead the team supporting mission applications, and will be the knowledge expert to ensure availability, performance and security of all applications within the JSP application portfolio. * Lead a team supporting various mission critical applications that are on-going in the Gov't Agency Engineering/Operations Division. * Regularly interface with senior government officials that are GS-14 and GS-15, and brief weekly, bi-weekly, monthly. * Support a large DoD customer base and critical MISSION in a large Enterprise environment that is multi-classification and complex. * May support special projects as assigned. * Manages and is responsible for the successful completion of all tasks in assigned projects. * May supervise at least 25 employees. This is a Key Personnel role with a unique opportunity to join an Engineering program supporting a large IT Enterprise. Education Minimum of a Bachelor's degree Qualifications Required: * Must have more than twelve years' experience, of which at least five years must be supervisory experience. * Excellent oral and written communication skills and ability to communicate technical subjects to nontechnical staff are required. * Must have the ability to manage and ensure the successful completion of multiple technical tasks in assigned program(s). * Must have the ability to recruit, hire, manage, supervise, train, schedule, coordinate, and evaluate staff as assigned. * Experience in DoD environment required. * PMP or equivalent required. * DoD 8570/8140 IAM/IAT Level II required – Security+ CE or alternate. * Secret clearance required.
