Summary:

The Cyber Security Project Manager will lead and direct the overall planning, direction, oversight, and day-to-day administration of all contract/subcontract deliverable to ensure full compliance with contract requirements. The Cyber SME Lead will routinely meet with the LinQuest and Prime leadership to set schedules, allocate and track resources to accomplish program objectives including the quality, timelessness, and costs associated with project/program execution and travel requirements. The Program Manager will be responsible for identifying, screening, and hiring high quality staff to fill open positions on our contract in order to meet customer requirements and expectations.

The Cyber Security Project Manager Lead will have support from our Program Control (PC) team and our Talent Management Business Partners (TMBP) to assist in meeting program objectives and hiring goals.

As a Cyber Security Project Manager, you will work as part of an integrated, interdisciplinary team working to support internal and external facing customers. Responsibilities include organizing and leading tasks as defined by the Prime Contractor, the LinQuest GM, and working closely with the government project and technical leads providing solutions and support to the customer.

The successful candidate will have a strong background in project management, independently executing assigned tasks, leading meetings, interfacing with industry partners, and working with LinQuest's Talent Management Business Partners (TMBP) to identify and hire talented candidates to fill critical positions supporting the DoD.

Key Responsibilities:

  • Oversight and management of an assigned Program comprised of several projects including systems analysis, technical and program assessments which support special programs up to the TS/SCI and SAP level.

  • Provide leadership managing and reporting the cost, schedule and performance of assigned contracts/task orders

  • Ensuring that our LinQuest Team is supported with mentorship and quality performance reviews. Maintaining close relationship with TMBP to resolve issues and address staffing concerns

  • Confers with program staff to provide technical advice and to assist with problem resolution, as required

  • Ensures overall program is properly coordinated and efficiently accomplished with the best available resources

  • Coordinate with external agencies to include Combatant Command (COCOM) staff, acquisition organizations, and research and development offices. Coordination will include producing, tracking, and coordinating all agreements, and documentation necessary for systems and requirements development to seamlessly transition into a framework for organizing, training and equipping operational units

  • Supports and advises acquisition and program management leadership on design challenges, risk assessments, documentation, production challenges, operational delivery and integration, and supports system and program reviews

  • Review and certify monthly financial reports/invoices and monthly timekeeping requirements for LinQuest staff

  • Provide cybersecurity and architecture expertise for a modern cloud computing environment.

  • Build new cloud-based environments for DoD cloud initiatives.

  • Guide legacy systems migration to a modern platform and assisting with the adoption.

  • Design enterprise and systems security throughout the development life cycle; translate technology and environmental conditions into security designs and processes.

  • Design and develop security requirements that mitigates risk while maintaining operational capability.

  • Verify architecture against program requirements and goals. This includes participating in technical discussions, trade studies and working groups, and conducting research on industry best practices for potential implementation.

  • Interface with program managers to explain security goals and mitigations relative to their priorities of cost and schedule.

Required Skills and Experience:

  • Minimum of 10 years with Management of complex DoD programs that support engineering, Air, Space, and Cyber Missions, or similar technical fields

  • Minimum of 10 years of relevant DoD work experience with no less than four (4) years in a SAP and/or SCI environment within the last five years.

  • Experience with DoD program management practices, reporting, quality guidelines, and financial management

  • 6+ years' of related technical implementation experience.

  • In-depth knowledge of cloud computing environments (AWS, Azure, OpenStack)

  • Technical expertise in securing virtual private clouds (VPCs), encrypting data at rest/in transit, securely onboarding external interfaces, and hardening/building applications/containers within a cloud environment

  • Firm understanding of modern processes and frameworks (DevSecOps, CI/CD, Zero Trust, etc.)

  • Demonstrated knowledge of cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data.

  • Demonstrated history finding unique mitigations to varied systems' security challenges.

  • Strong research skills and a desire to learn new (emerging OR existing but unfamiliar) technologies.

  • Strong communication skills, written and oral.

  • Bachelor's Degree in Computer Science, Computer Engineering, Software Engineering, or related engineering discipline.

  • Cloud Certification (CCSP, AWS Solutions Architect, Azure Administrator, etc)

  • Current TS (SCI & SAP eligibility required); an active TS/SCI clearance is desired. Subject to a Counterintelligence (CI) polygraph.

  • Strong written, verbal, and interpersonal communication skills

  • Ability to multi-task and prioritize activities by levels of importance and suspense dates

  • Ability to qualify and mature technologies given internal and external requirements

  • Demonstrated success in working with a diverse team of engineers, developers, analysts and business development professionals

  • Understanding of contract performance metrics including cost, schedule and financial performance

  • Bachelor's degree in a relevant field such as Engineering, Business Management

  • In depth understanding of network design(s), penetration testing, network enumeration / exploitation, system logging, incident response, forensic and malware analysis, familiarity with exploits and vulnerabilities outside of tool suites

  • Proficiency in Linux, Java, Python, Perl, and/or Bash

  • Demonstrated ability to assess and articulate risk, including to non-technical audiences.

  • Demonstrated history finding unique mitigations to varied systems' security challenges.

  • Demonstrated technical proficiency in at least one area of security (e.g. communications, networks, embedded systems, software, system testing or assessment, etc.).

  • Strong research skills and a desire to learn new (emerging OR existing but unfamiliar) technologies.

  • Able to travel ~30% of time for program meetings.

  • At least one of the following Certifications: IAM II (e.g. CISSP, CISM) Sub-field specific certifications. For example - cloud (e.g. CCSP, AWS Solutions Architect), offensive security (e.g. OSCP, GPEN), operating systems (Microsoft/Linux administration), etc.

  • ability to work in a secure, confined location is required

  • Current TOP SECRET/SCI (CI polygraph eligible)

Desired Skills and Experience:

  • Program Management experience on one or more ACAT I and or II acquisition programs, or equivalent programs in the DoD Community

  • Ability to build and sustain excellent long-term customer relationships

  • Ability to work effectively both independently and in a collaborative team environment

  • Government or industry training is highly desired

  • Master's degree in Computer Science/Engineering with emphasis in IA/Cyber Security

  • Previous Military Experience desired

  • Experience with: Special Access Programs, software engineering, system administration, system security engineering, JSIG, NIST 800-53, ICD 503, RMF

  • CISSP
