  • Development of the DOD Directive codifying the responsibilities of the EAs for the DoD Cyber T&E Ranges and DoD Cyber Training Ranges

  • Development of the Memorandum of Agreement between the EA for DoD Cyber T&E Ranges and the EA for DoD Cyber Training Ranges

  • Development of Strategic Plan for DoD T&E Resources

  • Development of DoD-wide cyber range Cyber Test and Evaluation Infrastructure, Architectures and Standards

  • Oversight and integration of approximately 8 working groups, which are composed of SMEs from the DoD Components and EA for Training Ranges

  • Ensuring that Standards are visible to non-DoD entities and appropriate issues from these entities are addressed

  • Monitoring Component investments are compliant with Architectures and Standards

  • Establish with Components and the DoD CIO cyber T&E event language and lexicon

  • Reviewing and proposing changes to policy and procedures as needed

  • Minimum of a Master's Degree with nine (9) to twelve (12) years' work related experience in a relevant technical discipline or an equivalent combination of education and experience

  • Position requires senior level technical expertise with specialized experience in cybersecurity and interoperability for complex hardware, software, automated information systems and distributed T&E

  • This individual should have knowledge, skills and abilities in one or more of the following areas: Distributed T&E, Cybersecurity Concepts; Architecture Principles (DoDAF); Security of Networks, Applications and Data; and Security Implications and Adoption of Evolving Cyber Technology

  • Must have a demonstrated ability to work effectively across a multi-Service environment

  • TS/SCI Clearance Required


  • Experience working within the NCR region with high level DoD and/or Service organizations and individuals

  • Exceptional interpersonal and communication skills

  • Motivated, committed and loyal team player with positive "can do" attitude

  • Highly organized and proactive

ESSENTIAL DUTIES: * Performing cyber security assessments to detect and identify weaknesses in the security posture of an organization's information technology environment (platforms, applications, infrastructure, etc.). * Working knowledge of information security control frameworks including NIST Special Publications, ISO, FISMA, COBIT, etc. * Developing recommendations and action plans to reduce, mitigate, and/or remediate the impact of identified vulnerabilities. * Conducting vulnerability scans, evaluating results, and delivering comprehensive reports to communicate findings and impact to both technical and non-technical audiences. * Executing targeted attacks to simulate the methods and activities of a malicious attacker from both internal and external entry points. * Other desired technical skillsets include a combination of the following: o Network scanning * Active and passive penetration testing * Social engineering and phishing campaigns * Wireless security * Mobile device security management * Security Authorization and Accreditation (SA&A) * Independent Verification & Validation (IV&V) * Privacy Impact Analysis * Cybersecurity strategy and governance assessments * Cybersecurity risk assessments * Cyber best practices and benchmarking * Vulnerability management * Disaster recovery and contingency planning * Compliance testing with regulatory requirements and industry frameworks * Security Test & Evaluation (ST&E) * Perform engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management. * Meet or exceed sales targets for new and follow-on work. * Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials. * Meet or exceed targeted billing hours (utilization). * Act as performance manager (coach) for up to four coachees outside of engagement responsibilities. * Interview campus and/or experienced candidates. * 5 years of experience. * Certified Information System Security Professional (CISSP) * Certified Information Security Manager (CISM) * Certified Information System Auditor (CISA) * Certified Ethical Hacker (CEH) * Bachelor's Degree required from an accredited college or university in a related field. * Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees. * U.S. citizenship may be required.
