Supports Survivability Evaluation Directorate of Army Evaluation Center. Identify cyber security requirements for information systems certification and accreditation; performs assessment of present levels of cyber security, defines acceptable levels of risk, knowledge of proper cyber security practices.
Evaluate Cyber posture of Defense acquisition programs such as Ballistic Missile Defense Systems, Ground-based Midcourse Defense (GMD) Systems, Terminal High Altitude Area Defense (THAAD), Army/Navy Transportable Radar Surveillance (AN/TPY-2) systems. Works independently on duties not limited to, monitoring work; ensuring product quality, accuracy, completeness, and timeliness; consolidating reports for COR regarding status updates and billing. Works under the guidance and direction of an engineer; follows procedures to be applied to the solution of problems will be selected by an engineer or the supervisor.
Requires excellent interpersonal communication skills, the ability to innovate and adapt to changing program requirements, and demonstrate problem-solving skills. Serves as an expert for providing technical guidance and information to meet requirements.
Serves as an advisor on all aspects of the assigned program's cyber security areas;
Performs a variety of routine Operational Test and Evaluation (OT&E) tasks designed to provide experience and familiarization with T&E methods, practices, and programs;
Plans, arranges, manages and conducts data collection and analysis work in support of cyber security assessments;
Compiles information, considers data from a variety of sources, and follows standard approaches, methods, and procedures to plan and carry out assignments;
Prepares, coordinates and/or reviews the preparation of written plans, schedules and milestones for accomplishing goals;
Applies commonly used equations and techniques to evaluate and solve assigned problems or systems; participates in meetings regarding cyber concerns related to the assigned projects;
Provide input into various DoD acquisition programs/ systems; coordinates with others to assure all safety, security, environmental, and community concerns are adequately addressed.
Must be a US citizen with an active Secret clearance and able to obtain a "Top Secret" clearance. Bachelor's degree in Computer Science, Engineering, Information Systems Management or related discipline with at least 17 years' experience or Master's Degree with at least 12 years of experience.
Must be Certified Information Systems Security Professional (CISSP) or Certified Ethical Hacker (CEH), and knowledge of DOD Manual 8570.01-M. Must possess expert knowledge with cyber security qualitative and quantitative analysis tools to assess and apply to the solution of problems. Knowledge of technologies for network scanning, patching, defense, and response to cyber threats.
Knowledge of DoDI 8500.01 Cybersecurity, DoDI 8510.01 Risk Management Framework, DOT&E Memo Procedures for OT&E of Cybersecurity, 03 Apr 2018, and other DoD cybersecurity related policies. Experience must include 7 years as a practicing analyst or staff officer responsible for the functional area of cyber security. Must be familiar with systems integration techniques, system trade-off analysis, and/or program planning. Proficiency in Microsoft Office suite products (MS Word, Excel, Outlook, PowerPoint, etc.).
