  • SAIC is seeking a CWMD Operations Analyst in Arlington, VA.

Job Responsibilities:

  • Provide analytic support to Headquarters Air Force Assistant Chief of Staff for Strategic Deterrence and Nuclear Integration, Office of Countering Weapons of Mass Destruction (AF/A10S).

  • Provide quantitative, technical analytical support to assure USAF Countering Weapons of Mass Destruction policy is feasible and effective.

  • Apply CBRN technical and analytical expertise to develop and identify changes to USAF strategies and tactics, techniques and procedures to survive and operate in a chemical, biological, radiological or nuclear contaminated environments.

  • Determine probable impacts of CBRN on USAF critical mission operations during major combat operations, develop science-based risk management decision aids for mitigation of current and projected CBRN hazards.

  • Determine operational benefit, strengths and limitations of USAF CBRN equipment and procedures to include desired equipment performance criteria with accompanying operational rational for values.

  • Develop recommendations for changes to joint and USAF plans, operations, tactics, techniques and procedures to improve interoperability across the joint force (USAF, USA, USMC and USN components) and ability to meet combatant commander tasks.

  • Maintain currency in scientific literature related to CBRN.

  • Survey test results, assess validity and relevance for USAF operating environments and recommend incorporation of appropriate data into analytical products.

  • Prepare oral and written reports and briefings, in a form understandable to a non- technical expert, using MS Office suite of products.

  • Present reports orally in briefing format to senior USAF and Joint leaders (3 star and above).

Qualifications:

Required Education and Experience:

  • Bachelor Degree and (10) years of experience or equivalent.

Required Skills:

  • Strong analytic and problem-solving skills.

  • Excellent oral and written communication skills.

  • Proficiency with MS Office products (MS Word, Excel, PowerPoint at a minimum).

  • Ability to prioritize multiple tasks and work both independently and as part of a team environment.

Desired Skills:

  • Prior USAF service at Major Command or Air Staff or a position providing the candidate with client culture insight and knowledge equivalent to USAF senior NCO or company grade officer.

  • JOPES Experience.

  • Counter WMD experience/expertise.

Required Clearances:

  • Top Secret w SCI eligibility.

VIEW JOBS 1/10/2019 12:00:00 AM 2019-04-10T00:00 CWMD / Counterproliferation Analyst (Job Number:443128) Description: Job Description: * Operations, program management, and information technology staff support to assist the client in execution of its responsibilities to develop CWMD/CP policy using database management computer systems (e.g., SharePoint) * Collecting, analyzing, presenting, communicating, and filing information related to CWMD/CP policy, implementation, and compliance planning * Attending meetings, conferences, training courses, and briefings, as required. * Monitoring available information sources for items that have significance to the Army in matters relating to WMD CP. * The candidate may also be assigned special studies or research and analysis projects pertaining to CP-related matters. * The candidate will support maintenance of the Army Nuclear Command and Control Extremely Sensitive Information (NC2-ESI) program to include updating the Master NC2-ESI roster and scheduling NC2-ESI Successor Training for senior army leaders and preparing Nuclear Command, Control, and Communications briefings to senior Army leaders. * Topics of documents and programs that the candidate will review relating to nuclear security including the Nuclear Command and Control System, Global Nuclear Detection Architecture, and National Technical Nuclear Forensics. * The contractor shall review plans, policy, requirements, doctrine and guidance for CBRN Response and Defense Support of Civil Authorities (DSCA). The Contractor shall support meetings, to include: * Army Council for Combating WMD (ACCWMD) AO-level Policy Working Group, as required. ACCWMD Council of Colonels (CoC), as required. * ACCWMD General Officer Steering Committee (GOSC), as required. * Joint Working Groups, as required. JCS/OPSDEPS Tanks, as required. * The Contractor shall, NLT the 5th of each month, review and update as required information located on the Counterproliferation section of the Webpage, to include the ACCWMD POC List. Qualifications: Required Education and Experience: * Bachelor's Degree in a field associated with Combating WMD (e.g., International Studies, National Security Studies, Biochemistry, Physics, Nuclear Engineering) * Five (5) years in strategic analysis, policy formulation, or program oversight associated with Combating WMD or a related field, with demonstrated emphasis on Counter proliferation. * Overall, the successful candidate will provide continuous support to an Army client that includes study and assessment of U.S. government (USG), Department of Defense (DoD), Joint, and Army Countering Weapons of Mass Destruction (CWMD) Counterproliferation (CP) policy issues, as well as review and coordination of CWMD-related documents (e.g., Theater Campaign Plans, Joint and Army doctrine, Presidential Policy Directives, Quadrennial Defense Review, Unified Command Plan, and Joint and Army Concepts documents).
