This position is responsible for leading the policy support and strategy for SDG&E's refundable programs portfolio including Energy Efficiency (EE), Customer Assistance and Demand Response (DR), as well as the evaluation, measurement and verification of savings for energy efficiency programs with an organization of approximately 17 staff members. The scope of this position includes overseeing development and on-going enhancements of a long term strategy related to customer programs and compliance with CPUC requirements, leading the preparation of all regulatory filings, overseeing the measurement & evaluation activities to justify savings claims, participating in internal and external audits, working with regulators and other external parties on policy issues, and leading the development of the long term policy strategy for refundable programs.

Duties and responsibilities include:

  • Directs the development and on-going enhancements of a long term strategy related to the refundable portfolio, including providing guidance on regulatory policy positions, strategies and mechanisms that support SDG&E's business plans and objectives.

  • Develops and prepares program applications, regulatory filings and other materials for regulatory proceedings; this includes being a witness for applications.

  • Provides policy guidance and consulting to the program operations team, including the development of cost-effective programs; development of SDG&E's position on statewide initiatives, directing and managing consultants who support policy and EM&V activities and guidance on more complex regulatory requests.

  • Briefs leadership, both internally and externally (CPUC, CEC, TURN, other stakeholders and key influencers) on policy and long term strategy related positions, rationale, benefits and challenges. This includes developing and maintaining relationships internally and externally.

  • Ensures that CPUC policies and procedures are adhered to across the organization.

  • Manages the performance of all personnel in organizations and ensuring compliance with program implementation policies and procedures across organizations.

  • Other duties as assigned.

POSITION OVERVIEW Under the leadership of the Associate Vice Chancellor for University Development, the Director of Development (DOD) will be a frontline fundraiser responsible for leading major gift strategies from identification through stewardship. Directors of Development manage an individual portfolio of prospects capable of giving major gifts in excess of $100,000. Directors possess a comprehensive understanding of university priorities, regularly meeting with prospects and donors (with a focus on face-to-face visits), regularly meeting with development colleagues and academic leaders, preparing briefing materials and gift proposals, attending events and staffing and/or supervising projects as assigned. * Must have access to reliable transportation. * Occasional evenings and weekends may be required. QUALIFICATIONS * Proven success at fundraising by developing and implementing strategic solicitation fundraising plans that incorporate a concise definition of goals, targeted audiences, and strategies in-line with institution and academic goals in higher education and closing gifts ($100,000+) from individuals, corporations, and foundations, both local and national. * Demonstrated record of writing proposals for a significant project/gift ($100,000+) directed to individual and foundations/corporations. * Demonstrated success as a development officer in a highly sophisticated donor-centered fundraising environment as a direct-line fundraiser with five years or more of experience. * Strong interpersonal skills to establish and maintain good working relationship with colleagues, faculty, donor, volunteers and University officials, with an emphasis on tact, diplomacy, flexibility, professionalism and discretion. * Proven understanding of the philosophy of quality service and the group process, with good aptitude for working as part of a team; demonstrated leadership and strategic planning including budget planning. * Expert written and interpersonal communication skills, including political acumen, to establish and maintain good working relationships throughout the organization and with outside constituencies. * Expert skills in making persuasive and compelling presentations of goals and objectives for a location in order to secure gifts. * Solid organizational, analytical and critical thinking skills.
