Assists higher grade level Customer Liaison Specialists serve as liaisons for the broad spectrum of building and facilities operations matters on the White Oak Campus with experience in such disciplines as janitorial, landscaping, and operation and mechanical systems. Incumbent assists in serving as a liaison between FDA tenants on the White Oak Campus and the General Services Administration (GSA) with responsibility for ensuring adequate, timely and quality service delivery by GSA and their contractors.
Incumbent supports the higher-grade level Customer Service Liaisons serve as proactive advocates with GSA and its contractors for the timely and effective resolution of FDA employees' facilities operations problems including performance and satisfactory completion of needed repairs, and attention to custodial requirements and deficiencies.
Incumbent recognizes and identifies problem trends in one or more Campus facilities requiring global solutions and collaborates with the senior level customer liaison specialists serving as an effective advocate with GSA in effectuating attention to and resolution of such problem trends.
Incumbent reports deficiencies and shortcomings in the performance of the GSA Building Managers and their contractors to the higher-grade level customer liaison specialists to bring attention to and resolution of facilities operations problems, including problems of limited scope up to and including Campus-wide problems.

In order to qualify for Customer Liaison Specialist, 0301, at GS - 12/13, you must meet Time-in-Grade requirements by 10/01/2018. You must have one year of specialized experience, equivalent to the GS-11 in the Federal service.
This experience should demonstrate experience with facilities systems and building codes; to include heating/ventilation/air conditioning (HVAC); plumbing and steam-fitting trades; industrial electrical and mechanical systems; as well as carpentry. Your demonstrated experience may also include skills with lighting, safety, security and telecommunications in order to analyze and direct maintenance and repairs.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.
The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
