BASIC FUNCTION: Under supervision, this position is responsible for working on the phone all day in a call center to assist members and physicians by responding to telephone and written inquiries in a prompt, accurate and objective manner. Duties include: conducting research; spends approximately 90 of the scheduled time on the phone according to business need.

JOB REQUIREMENTS: * High school diploma OR GED. * 6 months customer service experience OR 6 months experience in an office environment.

  • Data entry and/or typing experience.

  • Interpersonal, verbal and written communication skills.

  • Analytical and organizational skills and independent decision making skills.

  • Ability to spend approximately 90 of the scheduled time on the phone according to business needs and sit for long periods of time with scheduled breaks.

PREFERRED JOB REQUIREMENTS: * 9 months customer service experience.

  • Experience working with various lines of business, i.e. CDHP, Medicare, Wellness, and Disease Management.

  • Knowledge of medical terminology and anatomy.

  • Knowledge of managed care programs

  • Proven ability to learn quickly and adapt to change.

  • Referral preference given to applicants able to take and meet testing criteria.

The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy). WHAT IS THE LEADERSHIP DEVELOPMENT PROGRAM (LDP)? The Intake Advocate Leadership Development Program offers structured leadership training and developmental assignment. During the eighteen (18) month program, all participants will attend a pre-classroom orientation, complete Career Learning Plan, ELMS, other online courses and attend leadership-training classes (virtually and/or face-to-face budget permitting). Additionally, candidates may be assigned a mentor, participate in a shadow assignment and possibly a managerial developmental assignment. As a Participant in the LDP you will: * Remain in your current position and post of duty. * Participate in an 18-month training and development program that may include shadowing or acting assignments and a variety of developmental activities. While on developmental assignments, you may: * Instruct employees in specific tasks and job techniques and makes available written instructions, reference material, and supplies. * Maintain knowledge of work in the organization and answers questions for employees on procedures, policies, directives, etc. * Assist in planning work methods and making day-to-day adjustments in accordance with established priorities to meet deadlines. * Distribute and balance the workload among employees in accordance with established work flow or job specialization and assures timely accomplishment of the assigned workload. * Check work in progress and reviews completed work to ensure that supervisor's instructions on work sequence, procedures, methods, and deadlines are met. * Give feedback on performance, progress, training needs, and disciplinary problems of employees. * Provide for and administers on-the-job training for newly-assigned employees; assists lower-grade employees on more difficult work. * Prepare and assists in disseminating new or revised operating and/or administrative procedures or training material and conducts classroom training as appropriate. * Resolve simple, informal complaints of employees. Qualifications You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENTS (LEADERSHIP DEVELOPMENT PROGRAM LDP): To be minimally eligible/qualified for the leadership program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year as a GS-7 and/or a position previously held on a temporary or permanent basis which must be equivalent to the next lower level pay band in the normal line of progression; Must also be a permanent GS-503 Intake Advocate or a Lead Intake Advocate. A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position. To be qualified for a temporary development assignment (promotion) to a Frontline Manager position, while in the readiness program, your experience should be sufficient to demonstrate: * Knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; * Knowledge and understanding of regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; * Knowledge of cost estimating procedures (sufficient to manage financial resources), project management, and if required, legal and regulatory interpretations specific to the position being filled; * Knowledge of communicative techniques to effectively and diplomatically interact with internal and external customers; * Experience sufficient to demonstrate proficiency in the technical competencies required of the developmental opportunity. * If the development opportunity is to a position that has a positive educational requirement, you may be required to submit a transcript(s) at a later date. * The experience may have been gained in the public sector, private sector or Volunteer Service.
