The Office of the Chief Strategy Officer (CSO) oversees a division responsible for implementing agency-wide strategies and programs to meet the SFMTA's key policy objectives. In collaboration with the SFMTA Executive Team, the CSO advances agency-wide strategy execution, leads major program design and management, analyzes strategic risks and opportunities, and leads business process improvement initiatives to enhance agency government operations.

The CSO Facilities and Real Property Management Section is responsible for creating, operating, and maintaining innovative spaces including buildings, grounds, and workplaces; leading physical planning and pre-development design of buildings and grounds; managing facility space planning; providing real property related services including acquisition, disposition, or development; managing the agency's real estate portfolio; and leasing SFMTA-owned facilities. The team provides custodial services, completes regular work order requests, handles employee relocations, and maintains structures, utilities, mechanical and electrical systems to keep SFMTA's campus safe, secure, and efficient.

Position Description:

Under administrative direction, the Manager II of Custodial Services supervises, plans and coordinates the work of a large group of custodial employees engaged in cleaning and maintaining SFMTA facilities and subway stations. The position will direct three (3) work shifts of Custodial staff daily at 30 major SFMTA facilities, 166 operator restrooms in San Francisco and Daly City, and 12 Muni Metro and Central Subway stations. The position plays a critical role in ensuring a clean, safe, and healthy environment at all SFMTA's facilities and designated properties affecting both employees of the SFMTA and Muni transit riders.

Examples of Important and Essential Duties

  • Manages, supervises, and coordinates the work of a large group of custodial employees engaged in cleaning and maintaining MTA facilities and subway stations by exercising work direction through subordinate supervisory staff to ensure productive workflow and effective janitorial operations at all SFMTA facilities.

  • Establishes, maintains, and evaluates work standards, policies, and procedures. Ensures compliance by monitoring and inspecting the quality of janitorial staff services.

  • Purchases custodial uniforms, equipment, cleaning, and restroom supplies from annual budget allocations to ensure the availability of materials and equipment needed to perform custodial work and for use in restrooms. Directs the requisitioning, storing, and issuance of supplies and equipment. Provides senior management with practical options and recommendations regarding potential cost over-runs or other budget issues.

  • Develops, directs, and evaluates in-service training programs for custodial supervisory staff to provide instruction on proper custodial procedures and the safe use of chemicals, equipment, and supplies. This includes organizing meetings, conducting training sessions, and creating written instructions and procedures.

  • Prepare performance appraisals on the performance of subordinate staff, monitors and records attendance and behavioral patterns, confers with employees, and recommends and implements disciplinary actions when deemed necessary. This includes instructing subordinates on the use of City and departmental performance evaluation policies and procedures, as well as overseeing the evaluation responsibilities of subordinate supervisory staff.

  • Sets schedules and maintains necessary staffing levels daily. Maintains personnel, time, and

  • vacation/holiday records; prepares and evaluates time records and other relevant reports to ensure adequate staffing levels and accurate payroll.

  • Monitors personnel requirements with approved leave of absences. Prepares and submits requests to fill vacancies when needed.

  • Prepares shift bid documents at year end and work with the Union Representative and Custodial Services Supervisors to ensure seamless transition of work at each position every year.

  • Uses computer for research, and software applications such as Microsoft Word and Excel to prepare written reports, memoranda, and correspondence in a clear, concise, and effective manner on matters affecting the administration and operation of custodial services.

  • Communicates with senior management, other divisions or city departments, and the public regarding custodial services. Attends meetings. Investigates and responds to complaints.

  • Performs related duties as assigned.

How to qualify

Minimum Qualifications:

  • Possession of a Bachelor's degree from an accredited college or university; AND
  • Three (3) years of experience coordinating the operations of janitorial service units in multiple facilities with various shifts; AND
  • Three (3) years of the above experience must include supervising supervisory-level janitorial staff; AND
  • Possession of a valid driver's license.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Notes:

1.Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2.One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience/employment.

Desirable Qualifications:

  • Experience in using an Enterprise Asset Management System (EAMS) to track resources.

  • Experience using, and training others in safe use of custodial equipment; floor buffers, power washers, riding floor scrubbers, etc.

  • Knowledge of janitorial methods and procedures, materials, chemicals, disinfectants, and equipment used in cleaning large public buildings and surrounding areas; with an emphasis on Green environmentally friendly products and equipment.

  • Knowledge of existing safety laws, rules, methods, and procedures including applicable OSHA regulations to ensure the safety of staff, the public, and building occupants. Familiar with SDS sheets and understanding information regarding health and safety as related to products used by custodial crews.

  • Completion of accredited custodial training course.

  • Experience with entering staff payroll; entering of daily time, keeping track of approved time off, sick time, long term leaves, and staff returning to work.

  • Supervise and coordinate the work of at least 50 custodial employees in rotating 24/7 shifts.

  • Lead in preparing shift bid documents and setting up work positions and schedule for each year.

  • Experience working with Diversity, Equity & Inclusion (DEI) initiatives.
