Perform as the Facility Security Officer Lead. Responsible for implementing and monitoring all aspects of the National Industrial Security Program ensuring the requirements of the National Industrial Security Program Operating Manual (NISPOM) And the Intelligence Community Directives (ICD's) are implemented to prevent unauthorized disclosure of classified information.

Manage classified government contract programs and provide oversight of the day-to-day operations of a cleared facility, including oversight of the personnel, information, and physical and security awareness fields. Lead self-inspections to confirm current compliance status and work with stakeholders to determine a mitigation strategy for instances of non-compliance. Interact with internal and external customers or government security officials to perform security duties, including DSS and IC inspections and assessments, define requirements, and monitor progress to secure approval of FCLs and secure spaces. Interface with customer-facing staff leadership to ensure security services support strategy aligns with leadership-defined business strategy and define and present compliance status and risks and mitigation strategies to senior security leadership.

  • TS with SCI Eligibility Required

PREFERRED EDUCATION/EXPERIENCE:

Undergraduate degree and 8+ years of related work experience. Plans, develops, and assists in the development of projects/activities concerned with uniquely difficult or diverse problems.

SKILLS/COMPENTENCIES:

Technical Knowledge:

Position requires an advanced knowledge and understanding of the classified information protection measures of various government agencies including DOD, and ICD's and others. A comprehensive understanding of Project policies, plans, and procedures is required.

Experience in a regulatory environment is beneficial. Should be trained or have working experience in the conduct of inquiries of security concern and root cause analysis.

PC/Automation Skills:

In addition to standard office software the individual must maintain knowledge skills of government security software such as JPAS, DIAS, SIMS and others that may be implemented in the future.


Analytical/Problem Solving

Skills:

Conduct specialized performance tests of existing security systems to determine performance as designed and to ensure performance meets the intended purpose (classified material control, security education, COMSEC, OPSEC, classification management, marking, physical security of secure areas, accredited information systems, self inspections, personnel security, TEMPEST, TSCM, et.al.).


Written & Verbal Communications

Skills:

Position requires excellent oral, written, and interpersonal communication skills, and be able to use a personal computer for word processing, spreadsheets, and database software as required. Independently plans and conducts assignments, providing deliverables with little supervision under strict guidelines.

The successful candidate will be responsible for supervising and administering both SCI and SAP security programs at Alion's Annapolis Junction, MD location. The position will report directly to the Director of Corporate Security, McLean, VA on all security matters, processes, and procedures. The successful candidate will be responsible for performing all disciplines within security to include personnel security, physical security, communications security, document control, visitor control, participate in the Risk Management Framework Assessment and Authorization (RMF A&A) process for classified processing, and other duties as assigned. The applicant must have comprehensive knowledge and experience with: * Implementing the requirements of the Intelligence Community Directives (ICDs), DoD Sensitive Compartmented Information Manuals (DoDM 5105.12) and the Special Access Program (SAP) Manuals (DoDM 5205.07) * Understanding and implementing the intelligence components within the National Industrial Security Program Operating Manual (NISPOM) * Using ACCS, JPAS, e-QIP, NISS, STEPP and DISS * Responding to, and investigating, security infractions and violations * Writing, administering and maintaining Standard Operating Procedures (SOPs), Standard Practice Procedures (SPPs), Emergency Action Plans (EAPs), and other security policies and procedures * Conducting pre-screenings and processing personnel security clearance applications * Programming and issuing access control badges * Preparing Program Access Requests (PARs) and SCI nominations * Writing and processing subcontract DD254s * Controlling and safeguarding classified material * Administering the Insider Threat Program (ITP) plan * Completing security program self-inspections * Preparing and administering a SCI and SAP Security Education, Training, and Awareness program * Assisting with information systems audits, assessments and authorizations The candidate must: * Be detail oriented and have the ability to communicate effectively both orally and in writing with internal and external customers at every level * Have the ability and flexibility to multi-task as situations arise * Have excellent leadership and interpersonal skills * Have comprehensive Microsoft Office skills to include MSWord, Excel, PowerPoint, and Outlook * Meet ICD704 eligibility * Have 8 - 10 recent-years' experience as a CSSO or SSO Experience as a COMSEC Custodian a plus. SSO Certification course a plus.
