CROSSING GUARD/SUBSTITUTE CROSSING GUARD

Part-Time/Hourly position

No Benefits; up to 25 hours/week

The City of Pico Rivera is a thriving community that offers opportunities to all who live and work in the City. The City boasts a population in excess of 63,000. Within the City's nine square miles, more than 120 developed acres are devoted to recreational facilities for the enjoyment of the community, including 100 acres of local parks. The Department

The Parks and Recreation Department oversees Parks and Programs, REACH, Senior Services, Contract Classes, Media and Communications, Special Events, Transportation, and the Pico Rivera Golf Course.

The amenities provided by the Parks and Recreation Department are enjoyed by thousands of people every year. The amenities include 100 acres of parks and open spaces, swimming pool, athletic fields, walking paths, Senior Center, and batting cages.

The Position

Under direction of the Recreation Supervisor, the Crossing Guard/Substitute Crossing Guard may be assigned to posts throughout the City when schools are in session. Hours vary depending on post assignment. A Crossing Guard assists pedestrians to safely walk or bicycle to and from school when crossing public intersections. A Crossing Guard identifies gaps in traffic and leads children across the crosswalk. A Crossing Guard does not direct traffic.

Work schedule coincides with the El Rancho Unified School District and Montebello Unified School District calendars (ERUSD and MUSD are closed during school holidays, furlough days, winter, spring, and summer recesses). Hours vary depending on post assignment. Example of a typical day's work schedule is: 7:30 a.m. to 8:30 a.m.; 2:15 p.m. to 3:05 p.m.; to include 12:00 p.m. to 1:30 p.m. on modified school days.

Essential Duties

The ideal candidate will have the ability to perform the following essential functions:

  • Assist children in crossing at designated crosswalks to ensure safe crossing to and from school.

  • Must be able to identify hazardous conditions that compromise the safety of the children and report to supervisor accordingly.

  • Interact and communicate effectively with community stakeholders including school personnel, parents, children and colleagues.

  • Maintain cooperative working relationships with other crossing guards and with those contacted in the course of work.

  • Ability to read, understand and apply safety rules and regulations established.

  • Other related duties as required.

Additionally, candidates in this position are required to:

  • Wear agency uniform and must utilize high visibility vest and approved STOP sign paddle at all times while on duty.

  • Lift and control a STOP sign paddle repeatedly.

  • Stand and walk for extended periods of time.

  • Safely step on and off street curbs.

  • Demonstrate good judgment and follow instructions while providing for the safety of pedestrians.

  • Work outside in seasonal weather conditions.

  • Be punctual and report to work on assigned work days.

  • Be available to fill a vacancy on short notice, as needed.

Qualifications

Knowledge and Abilities:

  • Ability to communicate with and supervise children;

  • Read, speak, write and understand the English language;

  • Follow instructions and demonstrate good common sense;

  • Interact effectively with general public including parents and school personnel.

  • The applicant must possess dependable means of transportation to get to and from work sites, and must be available to fill a vacancy on short notice, as needed.

  • Candidate(s) selected must have the means to receive telephone calls and messages. Must successfully complete the California School Crossing Guard Four Part Training Course and Test.

Education and Experience:

  • Applicant must be at least 18 years of age.

  • Graduation from high school is desired.

  • Prior paid or volunteer experience with children is desired.

  • Bilingual in Spanish is desired.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 50 pounds or more is also required. Acute hearing is also required in providing customer service to public and/or assistance in facility, classroom, or outdoors. Will also be working in outdoor area and may be exposed to loud noises and extreme weather conditions.

Licenses and Certifications

  • Candidates must possess a valid California Class C Driver's License* throughout the course of employment and/or California Identification Card. (*City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program)

  • Must possess (within 30 days of hire) and maintain certification in American Red Cross (ARC) or American Heart Association (AHA) First Aid/CPR (Adult, Child, Infant), and Automatic External Defibrillator (AED) certification. Online certifications not acceptable.

Veteran's credit will amount to 10 points to be added to the interview score. Proof of honorable discharge must be submitted with the application materials in order to be eligible for veteran's credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).

TESTING: Reading exam- Qualifying; Oral interview

  • 100%

Candidates must pass a reading examination with a minimum passing score of 70% in order to proceed to the oral interview.

Oral Interview Examination: Will evaluate the candidates' experience, training, education, and abilities in relation to those factors which are essential for successful performance on the job.

Candidates must achieve a passing score in every component of the selection process in order to be placed on the eligible list.

FINAL FILING DATE:

Part-Time Represented

Holidays

  • The City agrees to designate up to 6 paid holidays for represented part-time hourly workers with some exceptions, per memorandum of understanding.

Sick Leave

  • 40 hours under the California Paid Sick Leave Law for employees working for at least 30 days within a year and satisfying a 90-day employment period.

Leave Time

  • Entitled to accrue leave time beginning on first day of work.

Retirement

  • Hourly employees will be enrolled in the Nationwide 401(a) Plan. The City matches the employees' contribution of 3.75%. CalPERS members will be enrolled as a CalPERS member under the State of California Public Employees' Retirement System (CalPERS) at the 2% at 60 formula for current CalPERS members and 2% at 62 for new CalPERS Public Employees' Pension Reform Act (PEPRA) members, as defined by AB340. Effective July 1, 2023, PEPRA members pay 7.5% of the employees' portion to CalPERS. Current CalPERS members (Tier II) pay 7% of employee's portion to CalPERS. PERS determines whether an employee is a Classic or New PERS member.

The City of Pico Rivera does not participate in the Social Security system.
