GENERAL DESCRIPTION:

This position is critical to the safety, security, and general operation of the critical infrastructure partners across Wyoming. This Critical Infrastructure Analyst position complements the efforts of our current Critical Infrastructure and Cyber Security Program Manager as well as the Wyoming Information Analysis Team in their efforts to protect key infrastructure. With Wyoming as a net energy exporter to more than 25 states, the ability to "keep the lights on" is essential to not only our neighbors but to our economy. This position would focus their efforts on the energy sector in particular to help convene, coordinate, and support our public-private partners in delivering energy. This position will have a specific focus on the Energy Sector, including electricity (including all generation types: coal, natural gas, hydro, nuclear, and renewables); production, transportation and delivery of oil and natural gas. Virtually all industries have some dependence on the Energy Sector, so understanding of the Energy Sector and cross-sector dependencies is essential.

As we see increasingly in the headlines from around the world, bad actors do not need to be in the immediate area to cause catastrophic and cascading impacts. Cyber security is a dynamic and growing threat to our critical infrastructure, in particularly our energy partners. Similarly, our state is experiencing growth in alternative energy sources - rare earth materials, wind, solar, reclaimed natural gas, nuclear, and others. This position will help posture the state to proactively stay on top of threats and hazards, and help ensure a robust, resilient critical infrastructure and energy future for Wyoming critical infrastructure.

The position will also support various other emergency management and homeland security actions when there is a disaster or crisis situation as a member of the State Response Coordination Center and Staff Duty Officer.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Serves as one of the state subject matter experts and partner development coordinator in the critical infrastructure space, including public-private partnerships. This requires constant interaction and development of trust with federal, state, and local agencies and the private sector. This position will have a particular focus on the Wyoming energy sector.

  • Serves as a convener of subject matter experts around various Critical Infrastructure protection topics with an emphasis on the energy sector. These partners may include local, state, tribal, federal, and private sector stakeholders as well as a variety of established groups or project teams.

  • Assist private companies, businesses, and the public sector develop protection methods to minimize the effect of natural disasters, or physical and cyber attacks.

  • Serves as the Deputy State Protected Critical Infrastructure Information (PCI) Officer which ensures that all individuals who will be viewing protected critical infrastructure information are properly vetted and trained in the handling of this sensitive information

  • Serves as a WOHS representative to the WIAT as a Critical Infrastructure Analyst that works closely with state and federal partners to analyze threats to critical infrastructure and provide subject matter expertise in the writing of WIAT products for dissemination to appropriate audiences.

  • Support grant funding decision-making through advisement, particularly related to priority investments around domestic violence extremism, critical infrastructure protection (to include cybersecurity), and assorted infrastructure assets.

  • During disaster operations, this position serves as a member of the Situational Awareness Section. It is responsible for helping organize, vet, analyze and create products like Situation Reports, Briefing Slides, Maps, Placemat, and other items. This helps key decision-makers understand the situation and be best informed to make proper risk-informed and efficient decisions.

  • Works as a member of the planning team for special events utilizing expertise in the protection of critical infrastructure from physical and cyber threats. Works with trusted private sector partners to plan for any possible cascading consequences of the event.

  • Serve as a 24/7 Duty Officer for the agency to respond to after-hours incidents. The Duty Officer rotation is for a 1-week duration, and is shared with all staff.

Qualifications

PREFERENCES:

Due to the nature of the information being received and shared, this position requires the ability to qualify for a Secret clearance through the Federal Department of Homeland Security.

KNOWLEDGE:

  • Ability to coordinate with private sector partners and multiple state and federal agencies.

  • Knowledge and credential toward Information and Intelligence Analyst.

  • Knowledge of physical and cyber security best practices.

  • Knowledge of Critical Infrastructure Sectors

  • Knowledge of the Wyoming energy sector.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

1-2 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist II

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist II

NOTES:

  • FLSA: Exempt

  • Agency may require FEMA Courses, Professional Peace Officer Certification, Hazardous Material Technician Level Certification and Master Exercise Practitioner (MEP) certification.

  • Applicants must have the ability to qualify for a Secret Security Clearance.

  • Successful applicants for employment must pass a limited criminal background investigation.
