The Criminal Intelligence Analyst (CIA) evaluates and analyzes intelligence reports and data submitted by law enforcement officers to determine patterns, recurring events, identities and activities of criminal groups, and active individual criminals. Work involves extensive reading, topical and legal research, report writing, data analyses and development of hypothetical links between criminals and crime groups. Analysts develop and write various types of reports and charts to be used as background information for planning future enforcement or other legal action.

The Criminal Intelligence Analyst performs both routine and advanced analytical case assignments which may be sensitive in nature.  The position monitors criminal trends, patterns, and changes in overall crime which impact the quality of life and delivery of Police services to the community.

  Work involves research, analysis, and findings on crime trends both local and national in scope. The analyst also collects data needed to conduct complex research projects. They perform sophisticated analysis of specific crimes to aid in instituting strategic and tactical suppression and prevention activities.

 The Intelligence Analyst is responsible for strategic and tactical planning assistance for internal and external law enforcement administration and analyzes and evaluates intelligence reports and data submitted by law enforcement officers to determine patterns, recurring events, identities and activities of criminal groups and individuals operating at the state, local, and national level. The CIA is responsible for recommendation of enforcement targets and quality insurance.This list may not include all tasks and/or knowledge which may be expected of the employee, nor does it cover all specific duties which may be required. Other duties may be assigned.

Responsible for collection, collation, analysis and controlled dissemination of both criminal intelligence and overall crime information.  Maintain and create multiple types of analytical programs that include creation, inventory, receipt, storage, retrieval, and disposition of such material. Utilize and maintain, a secure network-based and electronic delivery system for law enforcement related data and intelligence material.

Provide both tactical and strategic support in major case investigation and tactical analysis of criminal activity. Generate investigative materials for major general and narcotic investigations including investigative reports, charts, graphs, logs, flow charts, telephone toll analysis, financial/asset trace reports, social media monitoring/analysis and tactical or strategic intelligence projects.

Provide in-progress assistance in high priority call types and monitor PSCs (Public Safety Cameras), ALPRs (Automatic License Plate Readers), and other electronic sensors during their workday. Communicate with officers/dispatchers on movement of suspect(s).

Produce and preserve digital evidence in accordance with State law and departmental policy to include resulting court testimony.

Conduct daily camera and sensory performance analysis and respond to malfunctions as necessary.

Responsible for the rapid assimilation of information, layout, reproduction, and dissemination of time sensitive information relating to life threatening situations to both Police employees and the public.

Participate in the training of new analysts/officers/dispatchers regarding specialized functions of the unit.

Work jointly with the Crime Data Analyst on case assignments and special projects.General Skill Levels:

Knowledge of criminal codes and criminal justice systems.

Knowledge and proficiency in the use databases, spreadsheets, word-processing, internet-based research and the ability to learn a variety of current law enforcement technology platforms.

Knowledge of intelligence and crime analysis, techniques, processes, programs, investigative operations, and guidelines for compliance with all associated law enforcement agencies.

Knowledge of methods and techniques used for compliance, storage, retrieval, and disposition of record keeping systems.

Ability to manage functions, resolve conflict and work harmoniously with Department Heads, officials, employees, outside professionals, and the general public.

Ability to use computers for storing and retrieving data, gathering information, and generating reports and word processing.

Ability to develop various computer applications to assist in intelligence analysis.

Ability to effectively analyze, summarize and communicate technical data orally and in writing.

Ability to handle confidential material on a routine basis in an atmosphere of loyalty and trust.

Ability to understand and follow oral and written instruction of a complex nature.

Education/Experience:

Required: Bachelor's degree supplemented by course work in criminal justice, social sciences, computer science or a related field; or two or more years' experience in criminal intelligence gathering and computer operation.

Any equivalent combination of training and experience that provides the above knowledge, skills, and abilities.

Certificate/Licenses:

Required: Possession of a valid Illinois Driver's License.
