This position is assigned to the Metropolitan Police Department (MPD), Homeland Security Bureau (HSB), Real Time Crime Center (RTCC) Division. The primary purpose of this position is to gather, develop, analyze, and present reports and recommendations on the current crime trends and patterns for Department personnel including command staff.

This Crime Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

This incumbent will be responsible for the following:

  • Researches and develops increasingly advanced statistical information and modeling on a variety of police data including crime trends, crime projections, and supporting information necessary for effective presentation.

  • Develops and monitors statistical and advanced analytical summary reports on a daily, weekly, monthly, quarterly, seasonal and annual basis for various officials within the Department. Presents advanced reports to the leadership including the Chief of Police (COP), Assistant Chiefs, District Commanders, and other officials.

  • Develops, prepares, and compiles material of current crime trends and patterns for Department personnel including command staff. Using the intelligence led policing model or its equivalent, provides statistical and analytical information to assist in the deployment of manpower and high crime focus areas. Coordinates the development of and compiles tactical analysis developed at the District and citywide level of geographic locations and the crimes that have occurred in specific areas.

  • Collaborates and disseminates analytical support regarding identification of crime series, crime patterns, along with the development of suspect information and criminal history to internal Metropolitan Police Department support units including, but not limited to, specialty and investigative units.

  • Provides analytical support regarding identification of crime series, crime patterns, along with the development of suspect information and criminal history to internal Metropolitan Police Department support units including, but not limited to, specialty and investigative units.

  • Prepares a variety of detailed factual, analytical, and forecasting statistical and narrative reports which include times, dates, location, and other detailed information related to criminal activities and other areas being researched.

  • Prepares maps and graphs and applies advanced mapping techniques to provide research and analysis at any level of geography (neighborhood, District, PSA, Ward, and citywide) and depict incident frequency or change in crime rate over time.

Qualifications

  • Comprehensive knowledge of a wide range of principles, theories, and techniques of management analysis to include statistical computation methods and practices, to conduct problem-solving, research, analyze information and draw sound and logical conclusions

  • Comprehensive knowledge of crime analysis or law enforcement or criminology.

  • Comprehensive knowledge of and skill that is sufficient to apply and conduct detailed statistical computations such as spatial and temporal event series projects and time series regression modeling.

  • Ability to establish and maintain effective working relationships with managers, City officials, representatives of other law enforcement agencies, co-workers, and the general public.

  • Skill and ability to develop comprehensive written, accurate, clear and concise reports, and present findings to various audiences.

  • Ability to interpret oral, written, mathematical, statistical or technical information and data dealing with complex variables to identify, analyze and produce comprehensive management reports.

  • Ability to summarize raw data from MPD data sources such as RMS, CAD, CHS, COLUMBO, JUSTIS, and COGNOS.

  • Proficiency in MS Office (Word, Excel, Access, PowerPoint, Outlook) and complex analytical software such as ArcGIS, i2, Analyst Notebook, and Veritracks; internet; and other relevant resources. Ability to learn and use the software and other electronic equipment adapted by the agency to efficiently perform the job.

Education

Relevant Master's degree (i.e., Criminal Justice, Criminology, Statistics, Intelligence, other public safety discipline is preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to the CS-11 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes understanding of principles, theories, and techniques in crime analysis to conduct problem-solving, research, analyze information, draw sound and logical conclusions, and submit reports and recommendations; applying and conducting detailed statistical computations such as but not limited to, spatial and temporal event series projects and time series regression modeling; developing comprehensive written, accurate, clear and concise reports, and present findings to various audiences; interpreting oral, written, mathematical, statistical, or technical information and data dealing with complex variables to identify, analyze, and produce comprehensive reports; collecting and summarizing raw data from various resources; and the ability to operate a personal computer and utilize software applications.

Pertinent experience working with law enforcement is preferred.

Work Environment

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is deemed an "Emergency" position and subject to rotating shifts, to include weekends and holidays.

This position is deemed as "Security Sensitive" pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests: Traffic record check (as applicable);

a. Pre-employment drug and alcohol test (as applicable);

b. Consumer credit check (as applicable);

c. Reasonable suspicion drug and alcohol test;

d. Random drug and alcohol test;

e. Return to duty or follow-up drug and alcohol test; and

f. Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator's permit.
