WORK LOCATION: 1010 E. 11th St. Chattanooga, TN
Incumbents in this classification may serve as a lead on assigned crew. Duties may include but are not limited to leading assigned crew in safe and effective completion of assorted work in an assigned department, division or specialized area; performing general maintenance on tools, equipment, vehicles; basic plumbing, electrical and carpentry construction and maintenance tasks; operating a variety of specialized tools & equipment; assisting with traffic control activities; guardrail installation and maintenance. Work is performed with moderate supervision.
Performs various tasks associated with grounds/roadside maintenance activities such as mowing/cutting grass, trimming/edging landscaped areas, cleaning grounds, planting/cultivating flower beds and landscaped areas, pruning trees/shrubbery, irrigating greenery, sweeping sidewalks and streets, storing hoses, cleaning out ditches, picking up trash/debris, blowing/raking leaves, removing brush/tree limbs from wooded areas and roadside areas.
Maintains and repairs park buildings and facilities; lines softball and football fields according to league regulations; cleans park buildings and facilities; repairs playground equipment; transports tables/chairs and sets up for events.
Performs various duties at landfill including compacting solid waste and assisting with covering fill with clay; weighs solid waste collection trucks individually as they enter and exit landfill; weighs and separates recyclable products from solid waste and sorts according to category; keeps metal pile clean.
Assists with setup and operation of TV van/equipment used to inspect sewer lines and locate damage/defects; assists in operating TV truck, seal truck or vac-con truck as needed; assists in televising, surveying and mapping sewer lines; assists in sealing pipes and repairing defects to prevent sewer overflows; maintains, troubleshoots, repairs or rebuilds equipment; cleans/lubricates TV truck equipment; digs up and enters manholes; sets up packer, vactor truck equipment and television/seal equipment; cleans/strings sewer lines; mixes chemicals; cleans grouting equipment; installs flow monitors; plugs and smoke tests sewer lines.
Monitors, troubleshoots and repairs well pumping stations, reservoirs, boost pumps and chemical dispensing equipment; checks and repairs all equipment before placing in service; assures proper chlorine, fluoride and phosphate levels are maintained; adds chemicals or reduces intake as necessary; checks and repairs waste water pumping stations; repairs breaks in sewer taps and mains; installs new customer taps.
Performs work on sewer repair crew including cutting asphalt and/or concrete at location of repair; cutting and removing damaged sewer pipe from trench; preparing bedding and installing replacement pipe; ensuring that pipe sections are jointed properly; installing replacement storm pipe where necessary and repairing and/or replacing manhole frames and covers.
Performs work on maintenance crew such as assisting with set-up and operation of high velocity hydraulic cleaners, bucket machines, rodding machines, winches, air compressors, sewer plugs, sewage pumps and other equipment; installs sanitary sewer taps; measures and locates sewer mains and manholes for repair and for other utilities; assists with response to citizen complaints about sewage backups, stoppages and overflows; assists with installation of flow controlling and monitoring equipment; performs smoke and dye testing of sewers; inspects manholes, regulator chambers and other sewer structures.
Collects samples of overflow materials, composite materials, metals, fecal matter, coliform or other materials; initiates chain of custody forms and location log sheets to identify samples; conducts dye testing of sewer lines, service lines and catch basins.
Mixes, pours and finishes concrete for base anchors, cart paths and sidewalk installation or repair; assures concrete is poured properly.
Lays pipes for driveways; cuts pipes; breaks up ground with shovels and picks; patches holes with asphalt or concrete after pipe is installed.
Participates in basic plumbing, electrical and carpentry construction and maintenance tasks on assigned buildings and construction sites; assists in construction and development of grounds and facilities.
Fabricates traffic control signs; repairs parking meter heads and poles; digs holes for sign posts; installs signs; paints curbs and parking lots and completes other traffic control related work.
Installs, maintains and repairs guardrails along city rights-of-way; maintains and clears structures to include painting, scraping and sandblasting using lift truck or scaffolding.
Performs miscellaneous tasks as assigned; assists with traffic direction/control around work sites; assists with placement of caution signs for motorists/pedestrians along rights-of-way; participates in emergency-related operations such as snow and ice removal, removal of dead animals and maintenance of rights-of-way.
Performs various tasks associated with construction to include but not limited to road building and paving operations.
Assists in the transportation of dirt, gravel, asphalt, trash and pipes to sites; gathers/transports supplies/materials needed to conduct work activities; checks truck before beginning operations.
Operates, or assists in operating a variety of equipment, machinery and tools used in department activities which may include a camera, transporter, video recorder, footage meter, TV van/truck, television seal unit, delivery truck, joint sealing equipment, jet- flushing/vacuum truck, seal truck, winch, pumps, air motor, air compressor, jackhammer, tamp, vibrator, generator, metal detector, gas detector, drill, grade laser, construction level, die grounder, soldering iron, rivet gun, voltage meter, gauges, wash rack, mower, weed eater, swing blades, asphalt cutter, bush ax, pick ax, sledgehammer, shovel, mechanic tools, hand tools or power tools.
Performs general maintenance tasks necessary to keep vehicles, equipment, buildings and tools in operable condition which may include inspecting equipment, refueling vehicles, checking fluid/oil levels, replacing fluids, greasing equipment, washing/cleaning equipment, sweeping/mopping floors, washing windows, cleaning bathrooms, changing light bulbs, repairing fixtures and cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
Delivers, maintains and repairs residential garbage containers and monitors residential garbage containers and parts stock.
Follows safety procedures, utilizes safety equipment and monitors work environment to ensure safety of employees and other individuals.
Prepares, completes, receives or processes various forms, reports, correspondence or other documents.
Communicates via telephone and/or two-way radio; provides information; takes and relays messages; responds to requests for service or assistance.
May be required to use, carry and answer their cell phone as determined by their job duties and the department head.
Performs other duties as assigned.
High School Diploma or GED and one (1) year of any combination of relevant education, training or experience sufficient to perform the essential duties of the job will be considered.
An example of relevant education and experience is training in manual labor work techniques and performing manual labor activities in assigned area.
LICENSING AND CERTIFICATIONS:
May be required to possess and maintain a valid Class D Tennessee driver's license.

Skill in determining the type of tools/equipment needed in construction and maintenance activities; operating applicable tools, equipment and vehicles utilized in the trade; maintaining records; reading and interpreting maps and/or other technical documents; following oral and written instructions; entering confined spaces; monitoring and adhering to safe work practices; cleaning and maintaining sewer lines and communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

WORK ENVIRONMENT VARIES DEPENDENT ON ASSIGNMENT:
Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, intense noises and travel.
