Interested in a career in transportation? The Virginia Department of Transportation - Hampton Roads District is seeking a skilled and motivated individual to join our Hampton Road Harbor Tunnel team (HRHT). The successful candidate will serve as an operational lead for the 24/7 tunnel operations which includes the Hampton Roads Bridge Tunnel (HRBT) and Monitor Merrimac Memorial Bridge Tunnel (MMMBT). In this role, you will lead the activities (emergency, non-emergency and uncommon situations) of operation crew members and bridge tunnel patrollers; be expected to take initiative in many of the emergency and unusual situations that occur, provide Traffic Control Supervisor and Control Rooms with up-to-date information regarding incidents, equipment and personnel needed to manage the work/incident scene; perform oversight of tasks related to directing and controlling traffic to maximize the safety of public roads through proper traffic control. This position is designated as essential and is required during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. VDOT will determine when essential positions are required. In addition, the successful candidate will be required to be available to work shift schedules to include: flexible hours, days, nights, weekends, and/or holidays. Additional core responsibilities include: ? Manage incidents by using staff and equipment to safely secure and control emergency situations (hazmat spills, multiple vehicle accidents, marine incidents, and structural damage incidents) with minimum direction. Provide oversight for assistance to state, local police, fire and rescue units and maintenance staff. Use proper safety techniques (CPR, First Aid, etc.) and equipment. ? Oversee assigned work areas to include buildings, facilities, equipment, etc. Patrol and inspect facility. Perform periodic inspections of tunnels, buildings, personnel, etc. during shift. Inspect Bridge Tunnel Patrollers' and Operation Crew Members' work stations and facility ensuring a smooth work environment, equipment readiness, and enhanced communications. Investigate, report and record unsafe conditions and traffic hazards on proper forms. Complete investigative reports. ? Ensure performance goals are met, coach for performance, provide training and input for performance evaluations. Use appropriate interpersonal styles and methods to lead employees in day-to-day and emergency activities. Establish follow-up procedures to monitor results of assignments, training, etc. Create a sense of ownership by providing clear expectations and coaching. Provide oral and written information and documentation relating clear, concise, and organized details. Provide oversight for the monitoring and inspection of vehicles. Oversee employees to ensure use of sound judgment and appropriate safety techniques to prevent unauthorized pedestrians and vehicles from entering tunnel. ? Responsible for developing and conducting routine training sessions for operator team. Ensure that all training sessions are properly documented and provide detailed progress reports to the Supervisor Bridge Tunnel and the Operations Maintenance Manager(s). Participate in tunnel drills and exercises as an active participant and apply the knowledge obtained in real life incidents. Multiple positions may be filled with this recruitment. Minimum Qualifications

? Ability to demonstrate positive communication skills at all levels internal & external (including the public). ? Ability to compile electronic concise, accurate reports; and properly document incidents ? Experience leading, directing and training others in routine and emergency situations. ? Computer skills ? Ability to lead others and direct the work ? Experience in the develop and administration of multiple shift schedule ? Ability to obtain CDL and DOT medical card within 6 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment. ? Safety shoes required. ? Must be able and willing to work in a 24/7 shift operation Education High school diploma or GED preferred; equivalent experience or training may substitute for education.

Preferred Qualifications

? Experience working with bridge tunnel operations, procedures and regulations, as well as safety and security principles and practices. ? Skill in use of radio equipment. ? Nimble learning We are seeking an experienced Maintenance Program Manager to manage the Tunnel Management System (TMS) and administer region-wide maintenance and repair program and associated activities for the Hampton Roads Harbor Tunnels organization (Hampton Roads Bridge Tunnel (HRBT), Monitor Merrimac Memorial Bridge Tunnel (MMMBT), I-564 and James River Bridge). This position will oversee staffing and budgeting and is responsible for compliance with program regulations and safety standards. The successful candidate must have proven ability to develop, direct and lead a maintenance team that is responsible for the structure and bridge repair, maintenance, and replacement program for the assigned geographical area in accordance with established safety standards, VDOT specifications and procedures, and equipment operational standards. As Program Manager Bridge Tunnel Maintenance, your core responsibilities will include: ? District wide HRHT Maintenance Program Administrator - Assess existing maintenance and repair needs and priorities. Develop project plans of action with schedules and staffing requirements. Monitor compliance with established AASHTO and state guidelines, as well as activities of state force HRHT maintenance and repair crews. ? Budget Development - Develop budget forecasts for maintenance using computerized Maintenance Management System data and reports. Analyze cost overruns to determine mechanisms for control and mitigation of existing overruns. Provide project coordination with VDOT's project management system and meet established milestones. ? Contract Management - Manage regional HRHT maintenance contracts, plans and schedules and monitor activities of contract maintenance and repair crews. Assess cost effectiveness of contracts and work performed, as well as schedules and deliverables to ensure work remains within scope of contract and time stipulations. Assess quality of contract work performed. Resolve discrepancies with contractors. ? Budget Administration - Manage the HRHT Maintenance Program budget to ensure funding is utilized based on identified needs and constraints. Monitor expenditures and maintain documentation. Develop reports on budget program usage and problems with corrective action recommendations. Conduct financial analysis and manage assigned resources and ensure effective utilization. ? Emergency Maintenance Activities - Develop and administer plan for emergency HRHT maintenance activities in response to storms, accidents and other incidents. Develop forecast of expenditures related to emergency maintenance situations. Monitor progress on plan of action to ensure target dates and work to be performed are completed within established deadlines and within boundaries of emergency maintenance and repair needs. Provide guidance to staff or contractor regarding resolution of issues of concern with emergency efforts. ? Emergency Action Minimum Qualifications You are minimally qualified if you have: ? Knowledge of tunnel and moveable bridge maintenance and inspection programs, bridge element conditions, bridge repair and rehabilitation techniques and specifications, and bridge inspections. ? Knowledge of project planning and cost projections. ? Knowledge of federal and state transportation rules, regulations, and policies. ? Ability to supervise staff, programs and budgets. ? Ability to develop and assess short and long range planning of projects. ? Ability to research and analyze data and create statistical and narrative reports and budgets. ? Skill in reading road and bridge plans. ? Ability to plan and coordinate work schedules and assess training needs for workforce development. ? Ability to effectively communicate orally and in writing with diverse audiences. ? Skill in the use of computers and software applications to include spreadsheet development. ? Ability to work flexible, rotating shifts to effectively manage a 24-hour operation. ? Experience applying engineering principles and practices as they relate to traffic engineering, traffic control equipment and computer systems. ? Experience in project management, risk analysis and mitigation plan development to drive on complex technology and operations projects. ? Experience with system development life cycle processes and enterprise data practices. ? Experience with Information Technology Systems (ITS) architecture, telecommunications, infrastructure design, Geographic Information Systems (GIS) and information technology concepts that apply to ITS. Education BS in Engineering, Business Administration, Public Administration or related field preferred; equivalent experience or training may substitute for degree. Preferred Qualifications ? Progressively responsible management experience in tunnel and bridge maintenance and emergency operations to include safety standards and procedures. ?
