Job Description Summary:

Administer policies and procedures for Human Resources function of the assigned Craft Division(s)

Job Description:

In this role at Swinerton, you will:

  • Facilitate complete hiring process for newly hired and rehired craft for assigned division(s)

  • Assist project teams with coordinating craft pre-hire and post-hire process

  • Assist with onboarding craft as requested, including creating and distributing craft new hire packets

  • Complete system setup for new hire in E1, Workday, and CMiC

  • Track craft employee's projects, physical locations, skills and certifications

  • Setup, distribute, track, and manage craft iPhone, iPad and phone/data plans

  • Distribute and deliver benefit packages and assist with enrollment and questions

  • Conduct craft time entry audits, facilitate corrections, and push data to the appropriate system on a daily basis

  • Facilitate payroll on a weekly basis, make necessary corrections prior to posting

  • Work with SI payroll team to facilitate interim checks and pay needs for missed time, terminations, and special daily pay requirements

  • Track and manage craft leave of absences (including processing LOA paperwork, distributing LOA packets, and assisting with questions)

  • Work directly with project teams to facilitate craft termination process as needed

  • Complete all system and application deactivation for terminations

  • Assist with craft-related incident and claim management as requested

  • Understand Union requirements associated with craft for assigned division(s)

  • Familiarize yourself with EEO requirements for craft in assigned division(s)

  • Maintain and update Union and DIR fringe information annually when released

  • Enter all craft employee changes in the appropriate HRIS systems

  • Facilitate mass craft communications and surveys as requested

  • Maintain craft employee files

  • Process Verification of Employment forms and EDD benefit audit forms for craft

  • Work with Craft Services teammates to implement craft related processes and initiatives and identify improvement opportunities suggesting solutions where possible

  • Work with Craft Services teammates to maintain craft job descriptions

  • Complete other responsibilities as assigned


  • BA/BS degree or equivalent training or experience

  • Experience training on and executing employee processes

  • Basic understanding of employee timekeeping and payroll processes and compliance issues

  • Basic knowledge of federal and state regulations that govern employment and labor practices

  • Strong verbal and written communication skills as well as task and time management skills

  • Strong decision-making skills demonstrating good judgment and sense of timing

  • Proficiency in Microsoft Word, Excel, and PowerPoint and familiarity with HR systems

  • Ability to quickly learn and use new applications and software

Distinguishing Characteristics This advanced professional is the working supervisory level in the series. Incumbents supervise professional, support staff and consultants in addition to performing highly complex public works construction contract administration work. This class is responsible for a major functional area and must use substantial judgment and initiative in resolving problems and making recommendations, particularly regarding contract change orders and claims. This class works closely with contractors and VTA's Construction Operations staff. The Senior Construction Contracts Administrator is distinguished from the Contracts Manager in that the latter has overall responsibility for VTA contract administration activities. Classification Bargaining Unit: AFSCME Essential Job Functions Typical Tasks * Supervises and reviews day-to-day public works construction contract administration activities; * Plans, assigns, directs, and reviews the work of assigned staff; * Selects, supervises, trains, motivates, evaluates and disciplines staff; * Personally performs professional public works construction contract administration work of a highly complex nature; * Prepares or assists subordinates in the preparation of complex Invitations for Bid documents; * Performs bid and cost analysis; * Assists subordinates in the development of change order negotiation strategies; * Leads complex negotiations when needed; * Participates in bid protest resolution in accordance with policies and procedures; * Conducts or assists subordinates in conducting Pre-bid Conferences and Public Bid Openings before large groups; * Supervises the review, documentation and approval of claims and invoices submitted against contracts; * Interprets and applies public works construction contracting principles, applicable laws, regulations and policies and procedures; * Prepares or directs the preparation of various periodic and special reports; * Reviews and approves specifications, contracts, change orders, claims and stop notices; * Performs related duties as required. Minimum Qualifications Employment Standards Sufficient training, education and experience which demonstrates the ability to perform the above tasks and the possession of the following knowledge and abilities. Development of the required knowledge, skills and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with a degree in Engineering or Construction Management, and four years of experience performing advanced level construction contract administration activities, particularly negotiation of change orders and construction claims, one year of which must have been in a lead, supervisory or management capacity. A four year business degree will be considered in lieu of an Engineering or Construction Management degree if the applicant has demonstrated sufficient experience in Construction Contract Administration to possess the required knowledge and abilities. Supplemental Information Knowledge of: * Principles and practices of supervision, management, employee training and development; * Public Works construction contracting principles, including invitation for bid preparation, bidding requirements, bid analysis, cost analysis, bonding requirements, change order processing, stop notice processing, and claims processing; * Applicable local, state and federal laws, rules and regulations governing public works construction; * Accounting principles and practices; * Cost estimating practices.
