Basic Qualifications:

  • Bachelor degree or commensurate work experience required.

  • Minimum of three (3) years of work experience in a banking and/or financial services industry required.

  • Minimum of one (1) year of CRA and HMDA data reporting and analytics work experience required.

  • Prior experience with regulatory writing (i.e. Self-Assessment, Performance Context, responses to supervisory requests) required.

Job Purpose and Scope:

Assists in the review of Home Mortgage Disclosure Act ("HMDA") and Community Reinvestment Act "CRA" data to ensure compliance with all HMDA and CRA data and reporting collection requirements.

CRA Data Analytics Manager Essential Job Functions:

  • Assists with compiling, reviewing, scrubbing and vetting data that is derived from and checked against the bank's core systems in order to meet regulatory reporting requirements.

  • Assists with CRA analyses and assessments.

  • Utilizes multiple systems and databases [eCAD (electronic Credit Approval Document), Decision Pro, CRA Wiz and/or other platforms and systems] to obtain and/or validate underlying data.

  • Interacts with the Compliance, Community Bank Departments as well as Loan Operations staff to ensure accurate monthly data extracts.

  • Interacts with Compliance and other Lines of Business staff to obtain and validate the accuracy of CRA related data and resolves data inconsistencies or documentation deficiencies.

  • Imports data into reporting database and ensures data collection is accurate and efficient.

  • Leverages usage of FFIEC software and/or other mapping resources to identify and validate address location to ensure accurate geocoding when geocoding discrepancies are discovered.

  • Assists with maintaining documentation of the validation process, including production of work papers.

  • Assists with preparing the transmission of the Bank's CRA Loan Register by or before the required deadline.

  • Assists CRA team members in the compilation, reporting and tracking of Community Development activities.

  • Assists as necessary with policy, system or regulatory procedure updates.

  • Assists in performing data quality reviews on data mapping to ensure core systems logic for data exports are correct and loans are properly coded in the Core System.

  • Assists in the preparation of performance reports, ad-hoc reports and map generation for Management and the Bank's CRA and Fair Lending Committee ("Committee").

  • Regularly exercises discretion and judgment in the performance of essential job functions.

  • Maintains good punctuality and attendance to work.

  • Follows Bank policy, procedures and guidelines.

CRA Investment Manager Essential Job Functions:

  • Assists the Director of Community Responsibility in preparing the annual CRA Investment Plan.

  • Monitors the bank's CRA investment performance to ensure the bank is meeting its community development goals across its Assessment Area.

  • Maintains a database cataloguing the Bank's CRA qualified investments by previous examination period and current examination period.

  • Assists in the preparation of the annual CRA self-assessment which includes responsibility for performance context related to CRA investments made during the assessment period.

  • Reports any material investment deficiencies to the Director of Community Responsibility and to the Lending and Investment Relationship Manager and assists them, as necessary, in developing remediation plans to address deficiencies.

  • Reports the bank's investment performance to management and the CRA Committee.

  • Gathers supporting investment documentation for examination purposes.

  • Manages the CD investment process which includes reviewing and approving Community Development Investments (Donations).

  • Manages the Bank's program activity with the Federal Home Loan Bank of Dallas and maintains records of this activity for examination reporting.

  • Assists in the vetting and qualifying of Community Development loan opportunities.

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of Regulation BB CRA, Regulation C HMDA and other related laws and regulations and reporting requirements.

  • Knowledge of CRA Wiz software (or other HMDA/CRA regulatory reporting software).

  • Knowledge of Mortgage, Consumer and/or Commercial Operations terminology and tools.

  • Ability to conduct performance analyses and risk assessments as well as HMDA and CRA Data Integrity and/or Validation reviews.

  • General knowledge of banking products and services.

  • Ability to produce investment performance reports.

  • Ability to produce accurate, thorough and timely work.

  • Ability to demonstrate effective organization, critical thinking, analytical and problem-solving skills.

  • Ability to manage multiple tasks with exacting deadlines in a fast-paced environment.

  • Ability to work effectively and demonstrate flexibility in a continually changing environment.

  • Ability to work without close supervision.

  • Ability to work effectively in a team environment.

  • Skill in using computer and Microsoft Office, including Outlook, Word, Excel, and PowerPoint.
