Job Description

The Fairbanks In-Court Division of the Alaska Court System (ACS) is accepting applications for a Court Supervisor 4 (salary range 15). This position is responsible for the management and supervision of the Fairbanks In-Court division and manages all clerical functions of courtroom operations.

PERSONNEL MANAGEMENT

  • Provide leadership, direction, and support to twelve employees;

  • Prepare and certify semi-monthly time and attendance records for the division;

  • Prepare interim and annual performance evaluations and development plans; discuss performance evaluations with employees;

  • Plan, assign, and direct the work of employees;

  • Prepare recruitment bulletins and interview questions in consultation with Human Resources; review applications and schedule job interviews; conduct employment interviews and reference checks; make job offers when authorized by Human Resources;

  • Develop training and orientation tools, devices, and programs for new employees; monitor progress of trainees and prepare documentation to support acceptable and/or deficient work performance;

  • Develop and maintain cross-training of courtroom case managers; construct and monitor timetables for training purposes;

  • Provide guidance and direction to employees relating to technical work in the division; monitor quality and quantity of work produced by staff; identify areas needing improvement and develop performance improvement plans.

DEPARTMENT MANAGEMENT

  • Attend supervisor meetings, conduct department meetings, and coordinate participation in court projects;

  • Responsible for the management of in-court duty assignments for district and superior court hearings, excluding grand jury;

  • Review work of staff to ensure procedural compliance and compliance with productivity standards;

  • Maintain inventory and control of forms used by the division; notify employees when forms are revised; prepare, maintain, and update all procedural manuals and resource materials;

  • Oversee the security and release of exhibits;

  • Review court procedures and make suggestions to the Clerk of Court that will create a more efficient working environment;

  • Maintain oral and written contact with the public, other state agencies, attorneys, judges, and court personnel in response to questions and cases which may involve researching files, interpreting rules, and explaining policy;

  • Maintain daily contact with Jury Department regarding trials, calendar dates, judges, in-court, and visiting judge travel schedules.

OTHER DUTIES

  • Act as back-up in-court to District Court and Superior Court;

  • Perform audio duplication from CourtSmart server when necessary;

  • Assume job functions of subordinate positions within the division when necessary; assist other departments and the public as needed;

The ideal applicant should possess all or most of the following knowledge, skills, and abilities.

  • Experience in supervision, management, or as a team lead.

  • Experience in training and evaluating employees.

  • Experience or knowledge of legal procedures.

  • Experience performing multiple tasks with frequent interruptions and remaining calm, organized, and accurate.

  • Ability to analyze facts and apply policies, rules, and procedures to situations not previously encountered.

  • Ability to make difficult or complex decisions using independent judgment.

  • Ability to handle stressful and sometimes hostile or graphic situations with tact and diplomacy.

  • Skilled with various court system technology applications, including CourtSmart, CourtView, BI Launch Pad, and TrakMan.

  • Experience dealing with high-priority, confidential, or sensitive information.

  • Outstanding work habits regarding attendance, punctuality, and leave usage.

  • Experience drafting and preparing letters, orders, memoranda, and other professional documents.

Work Hours

This position is scheduled to work 37.5 hours per week. The work hours for this position are Monday

  • Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break. This position is exempt under the Fair Labor Standards Act (FLSA) and is not eligible for overtime compensation.

Minimum Qualifications

Graduation from high school or completion of a General Education Development (GED) certificate AND two years of legal office clerical work experience which includes six months of supervisory or lead experience AND the ability to keyboard at least 40 words per minute (net).

OR

Graduation from high school or completion of a General Education Development (GED) certificate AND four years of office clerical work experience which includes six months of supervisory or lead experience AND the ability to keyboard at least 40 words per minute (net).

OR

A bachelor's degree in any field from an accredited college AND six months of supervisory or lead experience AND the ability to keyboard at least 40 words per minute (net).

Note: Legal office clerical work experience includes service such as a Court Case Manager 1, Court Case Manager 2, Courtroom Judicial Assistant, Court Supervisor 1-3, or Chambers Judicial Assistant with the Alaska Court System, or work in a public or private sector law office requiring the review and processing of legal documents.

Substitution:

Additional general office clerical experience will substitute for the high school diploma or GED certificate on a month-for-month basis.

Completion of an appropriate vocational training course of study such as legal secretary, paralegal, or office skills will substitute for the required general office clerical work experience on a month-for-month basis.

KEYBOARDING CERTIFICATION REQUIRED
