Major Functions

The County of Volusia is seeking 2 Court Services Officer I's.

This position will rotate through three departments under the Court Services umbrella:

Pretrial Supervision: Responsible for the supervision of defendants released to Pretrial Services. Primary responsibilities include assuring defendants understand court ordered conditions of release, monitoring compliance of court ordered conditions, and providing case related data to the judiciary. Additional duties include but are not limited to, maintaining electronic case files, observing urine collections, conducting field visits as needed, monitoring GPS cases and testifying in court.

Pretrial Assessment: Responsible for interviewing defendants, researching criminal histories and preparing corresponding paperwork to be considered by the Judiciary for potential release at First Appearances.

Urinalysis Lab: Responsible for the observation and collection of specimens from defendants in Pretrial Services, transporting and preparing them for testing in the agency analyzer, entering results, preparing analysis reports and testifying in court when required.

This position will have extensive phone and in-person contact with the public as well as other government agencies. The person who occupies this position shall obtain two certifications within the first year of employment. One certification is to become a Certified Pretrial Services Practitioner through the National Association of Pretrial Services Agencies (NAPSA) at the employee's expense. Another is to obtain FLDE (Florida Department of Law Enforcement) CJIS (Criminal Justice Information System) certification. When the training becomes available obtaining certification on the operation and maintenance of the urinalysis screening analyzer is also required. Work hours will include periodic weekends and holidays.

Headquarters subject to change between Daytona Beach or DeLand based upon the needs of the court. Day travel to offices throughout the county will be required as needed.

Illustrative Duties

  • Researches criminal records.

  • Assures compliance with all conditions.

  • Maintains confidential, accurate records on each defendant within electronic case files.

  • Submits appropriate documentation.

  • Submits case disposition reports and summaries as required by supervisor.

  • Updates computer in computer systems.

  • Provides court services.

  • Observes and collects urine specimens from defendants.

  • Interviews program participants and parents/guardians to explain program requirements and options.

  • Monitors progress of participants.

  • Attends work on a regular and consistent basis.

  • Must adhere to Federal, State, County and Local ordinances.

  • Responds to emergency situations.

  • May be assigned to other office locations based upon operational needs.

Minimum Requirements

Bachelor's degree in Criminal Justice, Social Science, Legal Studies or related field. A comparable amount of education, training and experience may be substituted for the minimum qualifications on a year-for-year basis.

The preferred candidate;having met the minimum requirements, will have at least one (1) year of experience in the criminal justice field and three (3) years of experience using Microsoft Office Suite.

  • Must possess and maintain a valid Florida driver's license.

  • Selected candidate must have no felony convictions*

  • Knowledge of court procedures.

  • Knowledge of laws and procedures relating to maintenance of confidential court records.

  • Knowledge of interviewing techniques.

  • Able to work under stressful conditions.

  • Able to interact effectively with others.

  • Able to commute and/or be reassigned to other office locations based upon the needs of the court.

  • Able to become familiar with criminal justice agencies and applicable community resources.

  • Able to learn and operate various criminal justice information systems.

  • Able to communicate effectively both orally and in writing.

  • Able to maintain accurate records.

  • Able to coordinate and direct the activities of volunteers (as it applies to Teen Court).

  • Able to communicate effectively, both orally and in writing.

  • Able to work under stressful conditions.

  • Able to interact effectively with others.

  • Must be able to relocate to other county locations based upon operational needs

ADA REQUIREMENTS:

Physical Demands: Primarily sedentary work requiring sitting, bending, stooping, kneeling, and standing. Able to move about an office. Able to lift and carry up to 10 pounds. Able to operate a computer keyboard and other office equipment requiring repetitive hand movement. Able to speak and hear. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle. Finger dexterity.

Environmental Demands: Inside work.

Mental Demands: Ability to read and comprehend technical and professional manuals, documents, abstracts, procedures and policies; legal documents, memos, letters and summaries. Ability to perform general mathematical functions. Ability to speak clearly and concisely, relaying technical information, data and details to layman. Ability to write complex reports relaying information.
