LifeStream is a behavioral health and social services organization that provides high-quality treatment, education, care management, rehabilitation, child welfare, primary care and homeless services to children, adolescents, and adults. Located in Central Florida, LifeStream primarily serves the residents of Lake, Citrus and Sumter Counties, with additional programs located in Orange, Marion, Hernando counties.

JOB SUMMARY: The Jail Screener/CIT Liaison will work with the Mobile Crisis Response Services (MCRS) team to coordinate CIT trainings and to submit all documentation needed for CIT and grant compliance and reimbursement. They will function as a gatekeeper for the Forensic Multidisciplinary Team (FMT) program by gathering information and conducting a brief screening assessment of individuals under consideration for referral to the FMT Program.

ESSENTIAL FUNCTIONS and RESPONSIBILITIES: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification with or without an accommodation.   • The CIT Liaison works with partners to increase the number of CIT trained officers in Lake County; offering CIT or mental health awareness to judges, attorneys, probation officers, jail personnel, community members, and any other community agencies.

  • The screener works closely with the team and detention center personnel to identify individuals appropriate for program services. This involves working closely with detainees and jail medical staff, court staff, attorneys and other community organizations to complete referral procedures for the program.

  • The goal is to assess individual's mental health, substance abuse, and current pending legal charges to provide diversion from incarceration and/or reduced recidivism for individuals with behavioral health problems incarcerated on a misdemeanor or non-violent felony crime. This is accomplished by linking to the appropriate mental health and/or substance abuse services to promote self-sufficiency, empowerment, and recovery to allow the individual to live in the community as independently as possible without re-offending.

Responsibilities:

  • The CIT Liaison will assist the MCRS team in scheduling and coordinating quarterly CIT trainings. This includes completion of training announcements, schedules, and training materials.

  • The CIT Liaison will assist in submitting all documentation to CIT International and the FMT Program Services Manager to ensure compliance with the grant and reimbursement requests.

  • The CIT Liaison will work closely with other LifeStream Programs, Law Enforcement, Attorneys, Judges, Probation Officers, and other community entities as needed in order to coordinate and promote the CIT program.

  • The CIT Liaison will develop and maintain a list of instructors for each training segment for the CIT program.

  • The CIT Liaison will maintain continuous working relationships with community partners.

  • The CIT Liaison will work closely with the local and statewide CIT coordinators and steering committees to enhance Lake County's teams to divert individuals out of the justice system while maintaining public safety.

  • The CIT Liaison will conduct presentations as needed.

  • The CIT Liaison/Jail Screener must demonstrate the capacity for patience with challenging service populations.

  • The CIT Liaison/Jail Screener must have the ability to comply with the regulations requiring a workplace of dignity and respect and equal employment opportunity compliance.

  • The CIT Liaison/Jail Screener must have the ability to work collaboratively with others and to accept constructive criticism from supervisors and managers.

  • The CIT Liaison/Jail Screener must be willing to abide by the company's published rules and regulations

  • It is important for a person in this position to enjoy working with difficult clients and act as a role model whenever possible.

  • The Jail Screener/CIT Liaison will serve as a Court Liaison between the Lake County Courts and the Forensic Multidisciplinary Team

  • The Jail Screener/CIT Liaison will identify persons with behavioral health problems who have repeated misdemeanor/felony offenses who could be diverted from incarceration into a treatment and support program, that will aim to stabilize symptoms, secure resources for basic needs and reduce jail and hospital recidivism.

  • The Jail Screener/CIT Liaison will complete the necessary assessments (determined by the grant), whether inside or outside the Lake County Jail, and present them to the Program Services Manager to determine eligibility for the FMT program.

  • The Jail Screener/CIT Liaison is responsible for the planning, development, and coordination of court related functions for the FMT program.

  • The Jail Screener/CIT Liaison will maintain a professional relationship and will work closely with the FCST team, state attorney, public defender, probation officers, and jail staff when it comes to referring individuals to the FMT program.

  • The Jail Screener/CIT Liaison will coordinate with the FMT Program Services Manager regarding the release, due process, and/or transfer plan of individuals released from incarceration.

  • The Jail Screener will serve as public relations emissary to the general public and all entities of the criminal justice system.

  • The Jail Screener/CIT Liaison will participate in weekly case staffing and makes referrals to other programs, internal or external as needed, in collaboration with program partners.

  • The Jail Screener/CIT Liaison should manage, organize, and promote FMT and other LifeStream programs within and outside of the criminal justice system.

  • The Jail Screener/CIT Liaison will complete all documentation as required and within a timely fashion.

  • The Jail Screener/CIT Liaison will transport clients to and from their home or to and from other agencies as assigned and will follow the transportation guidelines.

  • The Jail Screener/CIT Liaison will complete any other duties as assigned.

  • The Jail Screener/CIT Liaison will complete competency restorations as assigned.

  • The Jail Screener/CIT Liaison is required to complete center and DCF trainings.

  • Time management skills are fundamental in this position.

  • Good verbal and written communication skills are vital to this position.

EDUCATION & EXPERIENCE:

Education:

  • Bachelor's Degree from an accredited educational institution with major course work in the human services field preferred. CAP, CAAP, CBAPF, CCJAAP or other advanced certification and + 5 years' experience or Associates degree and 3-5 years' experience will be considered equivalent for the bachelor's degree as deemed appropriate by the Program Services Manager.

Experience:

  • Preferred in law enforcement, correctional setting, mental health, and/or criminal justice.

  • A combination of education and experience from both descriptions may be considered and deemed appropriate by the Program Services Manager.

  • A minimum of one (1) year experience in Behavioral Healthcare and/or Criminal Justice is required. Equivalent training and experience on a year-for-year basis in a related field will be considered.

  • Driving Requirements:

  • Must be Over the age of 21 required

  • Minimum of 5-years driving experience required

  • Possess a Valid FL Driver's license (within 30 days of hire if currently do not possess)

  • Possess a continuously valid US Driver's license for the past three years, from date of issue required

  • Safe Driving record required
