Program Description:

The CIP is funded through a Federal Grant authorized under Section 438 of the Social Security Act, as amended by Public Law (P.L.) 116-260, Section 305 of title III of Division CC of the Consolidated Appropriations Act, 2021 with the Department of Health and Human Services. The program is under the highest court in each state; therefore, it operates under the Supreme Court of Oklahoma in the Administrative Office of the Courts (AOC).

Salary Range: $60,000 - $70,000 commensurate to education and experience.

Position Description:

The purpose of this Program Instruction (PI) is to set forth the eligibility requirements and grant application procedures for the State CIP grant for FY 2025, including updating the five-year strategic plan, and to provide guidance on the requirements for state courts to continuously assess and improve the handling of court proceedings related to child welfare and enhance collaboration with title IV-B/IV-E agencies and Tribes.

Responsibilities and Essential Functions will include (but not be limited to) the following:

Under the direction of the AOC Director and Judicial Education Director, the required duties include:

  • Ensure that the fidelity of the CIP grant is maintained by adhering to the Program Instructions issued each year by the Administration for Children and Families.

  • Maintain "meaningful and ongoing collaboration" among the courts, OKDHS and the tribes.

  • Coordinate and oversee a statewide multidisciplinary task force to help guide and contribute to CIP Activities.

  • Work with the Juvenile Justice Oversight and Advisory Committee (JJOAC) to help plan and coordinate statewide training opportunities for judges with juvenile docket responsibilities.

  • Plan and coordinate (along with JJOAC) a Statewide Multidisciplinary annual training event.

  • Participate in all stages of the Child Welfare planning efforts for the CFSP/ CFSR/ and PIP and include agency in training efforts for judges in all areas related to Foster Care Review process.

  • Conduct periodic court observations; meet with judges to share observations; keep data pertaining to observations.

  • Understand and plan all projects using the Change Management Process.

  • Work with Federal Partners, i.e., Children's Bureau, Capacity Building Center for Courts, and the Regional Office.

  • Attend trainings/conferences both in and out of state as appropriate or required.

  • Prepare annual self-assessment, strategic plan, and grant information as required in the Program Instructions annually.

  • Maintain Budget and provide reports on allocations.

  • Work with MIS Department to enhance opportunities to gather court data from the current court information systems.

  • All other duties as assigned.

Knowledge, Skill, and Ability Requirements:

  • Legal background or basic understanding of the juvenile law system.

  • Ability to communicate with a diverse population of professionals in a collaborative manner.

  • Excellent communication and writing skills required.

  • Ability to manage, organize multiple projects, and meet deadlines.

Education and Experience Requirements:

  • Federal grant experience, preferred.

  • Bachelor's degree; required.

  • Minimum 5 years of court and/or related child welfare experience, and progressive management experience.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk, hear, comprehend, observe, and evaluate. Specific vision abilities required by this job include close vision and ability to adjust focus. This position requires the ability to lift files, open filing cabinets, operate standard office and computer equipment, and bend or stand on a step stool as necessary.

Eligibility:
