This position includes the ability to perform successfully in a range of education, training, outreach, and professional development tasks. These tasks include subject matter expertise and thought leadership in adult learning in the workplace; course design, development and execution; and project management and delivery in a Training Subject Matter Expert role.
Training Subject Matter Expert. Provide subject matter expertise to the Government Training Manager in the principles of adult learning in the workplace; best practices in course design, development and execution; and mentoring/coaching personnel to operate a curriculum with continuous improvement approaches.
Proactive Thought Leadership. Actively identifies areas for process and product improvement and formulates clear recommendations and alternatives to the Government Training Manager to contribute to a learning culture and the ability to attract and retain a world class workforce. Introduces lessons learned and ideas from other education, training, and outreach programs from industry, academia, vendors, or government agencies. Contributes situational awareness of education, training, and outreach activities across the organization and sets the stage for potential reduction of redundancies, filling training gaps, and efficient use of resources.
Written Communications. Demonstrate effective, clear, and accurate written communications by creating and submitting quality written products (i.e. email, reports, briefings, plans, spreadsheets, templates, checklists, schedules, lesson plans, course modules).
Verbal Communications. Demonstrate effective, clear, and accurate verbal communications by leading and participating in meetings, briefings, and technical exchange discussions.
Training Needs Assessments and Analysis. Gather business and employee training requirements, conduct informal and formal training needs assessments, analyze data, prepare reports with evidence-based recommendations, and implement actions to address training gaps as approved by the Government Training Manager.
Metrics, Reports, and Recommendations. Create and communicate key metrics and author actionable reports to demonstrate the effectiveness of training courses with quantitative and qualitative data, and present trends to the Government Training Manager for situational awareness and decision making.
Course Planning, Preparation, and Delivery. Able to independently plan, prepare for, and deliver an instructor-led course with minimal to no supervision, demonstrating an understanding of the steps required to deliver a successful class with high quality outcomes in a public facing role. Coordinates with logistics personnel and uses advertising channels to deliver classes. Communicates with students and manages registration and attendance. Works with instructors/subject matter experts to update and deliver course lessons. Planning, preparation, and delivery may also apply to informal education and training such as brown bags and featured speaker outreach events.
Course Facilitation. Performs role of course facilitator and independently manages the execution of an instructor-led class with professionalism and positive demeanor. Effectively prepares for, sets up, and manages events to create positive student experiences in the classroom and a positive reputation of the curriculum.
Knowledge Sharing and Data Repositories. Devise and recommend knowledge sharing and data storage best practices to make a large volume of documents available to stakeholders. Maintains and adds to SharePoint websites as the Content Manager for the SE Learning Center website. Works with technical information and technical illustration personnel to sustain website relevancy and accuracy. Maintains a current catalog of training opportunities and identifies potential catalog entries which are relevant to the needs of the organization and the employee population.
Strategic Partnerships and Collaboration. Works effectively with adjacent teams; personnel in other contracts, offices, or agencies; and organization University personnel to plan and complete joint projects requiring coordination and teamwork to achieve mutual objectives. Represents organizational equities effectively by understanding project goals and resources needed to produce desired results.
Contract Performance. Contributes to positive contract performance by identifying short-term and long-term objectives, accomplishments, challenges, and opportunities. Works with team members and contractor management, elevating risks and issues as appropriate, resulting in overall successful contract performance.
5+ years of relevant functional experience in 8 or more areas of responsibility above
5+ years of demonstrated experience in project management or task leadership
3+ years of experience working at the government customer headquarters in a SETA role
Demonstrated understanding of the mission and functions of the government customer organization, and the systems engineering Directorate and functions
Active TS/SCI with CI polygraph
Basic skills in Microsoft Office applications (Outlook, Word, PowerPoint, Excel) and Microsoft SharePoint
Experience as a user in a Learning Management System
Ability to manage multiple projects simultaneously, prioritize work, adapt to changing deadlines, and maintain focus on mandatory task completion
Ability to perform successfully with adherence to security processes and procedures
A bachelor or masters degree, or professional certification or certificate, relevant to: instructional design and development, workforce education and training, facilitation, strategic communications, or outreach
Ability to discern boundaries of SETA roles and responsibilities, work with multiple contractor and government personnel in various roles, coordinate as appropriate for concurrence and approvals, and recognize levels of authority to accomplish projects and tasking
Experience with education, training, outreach, and professional development best practices, publications, resources, or train-the-trainer materials in industry, academia, vendors, or government agencies, such as those espoused by the Association for Talent Development or similar organization on adult learning in the workplace
