This supervisor position is responsible for the overall operational planning, direction, supervision and coordination of intake services.

  • The individual in this position is responsible for the provision of supervisory oversight work assignment and work performance of the General Protective Services Intake Unit which includes five (5) caseworkers and a Social Service Support Worker.

  • The supervisor may be responsible for the assignment of a response time to a referral and to assure that the response time is met.

  • This supervisor will work in conjunction with the Screening Unit Supervisor to assure all referrals processed through the Screening Unit are assigned and response time adhered to in compliance with regulation and agency policy.

  • Specific casework activity requiring supervisory oversight includes, but is not limited to, intake assessment and assignment of appropriate cases for ongoing service provision, providing for the safety, well-being, and permanency of the children on their caseload through the provision of services in compliance with all regulatory and policy mandates; all case management services associated with the formulation and monitoring of the family service plan and child's permanency plan; formulation of and monitoring of safety assessment and risk assessments; review of all incoming and outgoing correspondence.

  • Each employee in the work unit has a regular scheduled supervisory conference as well as meetings on an as needed basis.

  • The supervisor is responsible to ensure that supervisory reviews occur and are documented every ten days from the receipt of the referral to the determination of the assessment.  Ongoing supervision will continue as long as the case is active in the unit.

  • Additional requirements of the supervisor include frequent and regular review and analysis of case records, evaluation of staff performance, and participating in planning and providing in-service training activities to meet the training needs of the workers and to disseminate new/updated regulations and policies.

  • The supervisor will also assess individual training needs of their supervisees and recommend additional training to enhance and promote the development of new knowledge and skills.

  • Supervisor must also assure that appropriate legal action concerning dependency and shelter care is initiated as needed and is available for court preparation and presentations.

  • The supervisor is expected to have a working knowledge of all regulatory and policy/procedure mandates and maintains statistics as outlined in the Luzerne County Children and Youth Services Case Weight and Monthly Statistic Reporting Policy.

  • The supervisor must monitor the effectiveness of services provided through statistics and log keeping and will inform the Social Service Coordinator of service delivery issues or needs.

  • The supervisor must attend a minimum of twenty (20) hours of training annually.

  • The supervisor will conduct him/herself in a professional manner at all times and promote the vision and mission of Luzerne County Children and Youth Services.

  • Additional duties may be assigned as necessary for the functioning of the agency.

  • Knowledge of the basic principles of supervision.

  • Knowledge of current case management and social work principles, practices, and methodology.

  • Knowledge of individual and group behavior and methods used in working effectively with children, youth and families, people who are mentally disabled, people who are physically challenged, and others.

  • Knowledge of the basic principles and methods of program interpretation and community organization.

  • Knowledge of the rules, regulations, policies, and procedures which relate to the provision of social services.

  • Knowledge of current social, economic, and health problems and available resources.

  • Ability to plan, organize, and supervise the work of a professional and non-professional social service staff.

  • Ability to analyze, interpret, and evaluate case records and recommend sound courses of action.

  • Ability to orient and train subordinates on rules, regulations, policies and procedures and provide technical assistance.

  • Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities, and the general public.

  • Ability to make clear and pertinent statements orally and in writing.

  • 2.) Meritorious Service - defined as:

The absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting,

  • The last due overall regular or probationary performance evaluation was higher than unsatisfactory.  

  • 3.) Seniority -a minimum of one year in the next lower class(es) by the closing date of this posting 05/19/2024.
