Located in the heart of the Baltimore/Washington, DC Metro corridor, Prince George's County in Maryland borders Washington, D.C. and is just 37 miles south of the city of Baltimore. The Prince George's County Government Department of Health is seeking qualified applicants to fill a Counselor I/II position, grade A-18 within its Health Department/Behavioral Health Services Division.

About the Position:

This is an entry to full performance level professional counseling position responsible for providing individual, group, and/or family counseling services.The services will be for individuals with substance use disorders, behavioral, emotional, or related problems and are enrolled in the Drug Court program. The incumbent must have and maintain an active and valid professional counseling license issued by the Maryland Board of Professional Counselors and Therapists, or the Maryland Board of Social Work.

What You'll Do:

• Conduct comprehensive screenings and assessments on clients entering treatment to determine appropriate placement according to ASAM placement criteria. The service you provide must be within the scope of the privileges to practice allowed by the license/credentials you hold. Implement appropriate therapeutic crisis intervention strategies for the welfare of clients and families.

• Conduct individual sessions with clients weekly and or monthly at the Drug Court program at least every 45 days.

• Update clinical notes in ETO and SMART within 24 hours after each contact in accordance with Federal, State, Division, and Drug Court standards

• Maintain ongoing contact with a total caseload not to exceed 25 clients.

• Assist client in obtaining other community resources and services such as medical, psychiatric, vocational, and recovery supports.

• Participate in Drug Court Meetings for Juvenile and Adults (per the assigned caseload)

Qualifications

What You'll Need:

MINIMUM QUALIFICATIONS:

• Graduation from an accredited college or university with a Master's or Doctoral degree in Counseling, Social Work, or Psychology with a minimum of 2,000 hours of supervised clinical experience in Professional Counseling.

• Must have and maintain an active and valid professional counseling license issued by the Maryland Board of Professional Counselors and Therapists (BOPC) or Maryland Board of Social Work, in the performance of the duties outlined below (LGPC, LCPC, LMSW, LCSW, LCSW-C).

Eligibility to Work

• CERTIFICATION/LICENSE:

Achieve a passing score on the National Counselors Examination of the National Board for Certified Counselors and the State Law Test, and

A candidate placed in this classification must be licensed as a Graduate Professional Counselor by the Board of Professional Counselors and Therapists. In accordance with

Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.09,(Maryland Department of Health General Licensure Information).

Must possess one of the following licenses/certifications:

LCPC: Licensed Clinical Professional Counselor

LGPC: Licensed Graduate Professional Counselor

LCADC: Licensed Clinical Alcohol and Drug Counselor

LGADC: Licensed Graduate Alcohol and Drug Counselor

LCSW-C: Licensed Certified Social Worker-Clinical

LCSW: Licensed Certified Social Worker

LMSW: Licensed Masters Social Worker

LCP: Licensed Clinical Psychologist

Additional Requirements

• Knowledge of counseling and interviewing skills and techniques.

• Knowledge of the physiological and psychological effects of drug addiction.

• Knowledge of existing referral agencies and community resources.

• Knowledge of developing treatment plans and providing treatment to individuals with significant mental or emotional disorders through individual and/or group counseling.

• Knowledge of federal, state, local, and agency policies and procedures governing the delivery of treatment services.

• Knowledge of a variety of current and emerging helping strategies for reducing the negative effects of substance use, abuse, and dependence.

• Knowledge of ethical and behavioral standards of conduct in the helping relationship.

• Knowledge of principles of learning and a variety of educational techniques.

Knowledge of medical and pharmacological resources in the treatment of substance use disorders.

• Knowledge of the philosophy, practices, policies, and outcomes of the most generally accepted and scientifically supported models of treatment, recovery, relapse prevention, and continuing care for addiction and other substance-related problems.

• Knowledge of the established diagnostic criteria for substance use disorders, treatment modalities, and placement criteria within the continuum of care.

Ability to work effectively with clients having substance abuse, emotional, behavioral, or other related problems.

• Ability to evaluate/diagnose client problems and recommend an appropriate treatment program.

• Ability to assume responsibility and demonstrate initiative under general supervision.

• Ability to communicate effectively both orally and in writing.

• Ability to respond to emergencies.

• Ability to establish and maintain working relationships with other professionals and agencies.

• Ability to establish and maintain a therapeutic relationship with clients with substance use disorders, their families, and significant others.

• Ability to identify the support systems and community resources available to clients, their families, and significant others.

• Ability to identify and use the role of family, social networks, self-help groups, and community systems in the treatment and recovery process.

• Ability to make constructive therapeutic responses when the client's behavior is inconsistent with stated recovery goals.

PREFERRED QUALIFICATIONS

• Additional 1-2 years experience providing assessment and treatment services in a substance abuse or co-occurring treatment program.

• Previous experience working in a Problem-Solving Court program.

CONDITIONS OF EMPLOYMENT:

Work Location is 14701 Governor Oden Bowie Drive, Upper Marlboro, MD.

Upon selection, the candidate must have:

• Possession of one of the following credentials: Licensed Graduate Professional Counselor, Licensed Certified Professional Counselor, Licensed Master of Social Work, Licensed Certified Social Worker, or Licensed Certified Social Worker-Clinical, at the time of appointment.

• Possession of a valid license to operate a motor vehicle when required for the performance of job-related duties at time of appointment.

• Meet all training and performance standards and demonstrate proficiency as required by the agency.

• Wear and use agency protective apparel and equipment in the performance of their assigned duties.

• Participate as an "Essential" employee in the department's snow and ice control program and other emergency or special activities as assigned.

DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
