The City of Norfolk is seeking a Counselor III to join the Norfolk Community Services Board.

Responsibilities include assessment and treatment planning, the provision of substance abuse counseling and case management services primarily to persons with co-occurring problems.

The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the CSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment. Work Schedule:Monday-Friday 8:30am - 5:00pm however, shift will change to include working at least 2 evenings (5-7pm) per week, once orientation is successfully completed.

Essential Functions

Essential functions include but are not limited to:

  • Provides comprehensive assessments for persons with substance use disorders / co-occurring disorders.

  • Develops individualized treatment plans, which respond to the needs of the person served and their family as identified by the assessment and coordinates the initial and periodic treatment plans with the medical Services component.

  • Participates in case reviews as a member of the multi-disciplinary team.

  • Determines from assessment the appropriate services to be provided, the most appropriate service providers, and ensures that the person served is linked with those services.

  • Provides individual, group, and family counseling services as outlined in each treatment plan.

  • Provides crisis counseling on an as needed basis.

  • Teaches psycho-educational and substance use/abuse education and revises curriculum as needed.

  • Keeps up-to-date, well documented records which comply with Federal, State, and agency requirements.

  • Monitors persons receiving services from other service providers and advocates for the person to ensure accessibility and acceptability of services.

  • Collects and reports service statistics and data on persons served as required.

  • Processes admissions and discharges in an appropriate and timely manner, in accordance to agency standards.

  • Participates in regular supervision as agreed upon with their direct supervisor.

  • Assists in the development and implementation of special projects, e.g., specialized groups, etc., at the request of the Program Supervisor.

  • Performs related work as assigned.

Education/Experience

Master's degree in a human services or related field, or equivalent combination of training and experience is required.

Three years experience, in treatment of persons with substance abuse, mental health or co-occurring disorders required.

Please join us as we instill hope and recovery opportunities for the persons we serve.</p><p>Will assess individuals in crisis to provide or link the individual and/or significant others with needed mental health services in the least restrictive setting, thus diverting individuals when possible from State Hospital care to community based care.</p><p>Work Schedule: Hours vary but primarily evening and weekends</p><p>Intermittent Part Time: Employees scheduled for indeterminate, fluctuating periods of hourly service and whose hours of work are not regularly scheduled, and who shall in no event, work more than 1040 hours in a twelve month period of time. Persons scheduled to work hourly service will be flexible and based on a department's operational needs Essential Functions</p><p>Essential functions include but are not limited to:</p><ul><li><p>Assists the Emergency Services Supervisor with direct supervision of staff as assigned and with human resource functions.</p></li><li><p>Evaluates crisis telephone calls and determines the type of response needed including crisis intervention, phone counseling, information, follow-up, pre-admission screening, and or/referral.</p></li><li><p>Provides phone counseling in the office and face-to-face crisis counseling in the office and in community settings (e.g., hospital emergency room, agency offices, residences).</p></li><li><p>Completes pre-admission screening evaluations and facilities obtaining Temporary Detention Orders in accordance with mental health services policies</p></li><li><p>Provides expert testimony to the Norfolk Courts for. assigned commitment cases regarding the client's history, behavior, and least restrictive treatment alternatives.</p></li><li><p>Initiates, completes, and maintains program records and documentation in accordance with policies and procedures.</p></li><li><p>Provides consultation and clinical supervision to clinical staff as assigned both informally through role modeling and formally through structured supervision.</p></li></ul><p>Education/Experience</p><p>Master's or Doctoral Degree with an associated professional license or educational attainment that would be required to achieve the following in the future: Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Psychologist (LCP), Psychiatric Nurse Practitioner or Psychiatric Clinical Nurse Specialist, MD/DO,</p><p>or</p><p>Bachelor of Science in Nursing - Registered Nurse (BSN) with five years' of directly-related experience.</p><p>Two years supervised experience in directly providing mental health services.</p><p>Additional Information &amp; Requirements</p><ul><li>Valid Driver's License may be required depending on assignment.</li></ul><p>Compensation based upon related education and work experience.</p><ul><li>Total Compensation sums the costs associated with FICA, Group Life, Retirement, and healthcare options.</li></ul> City Of Norfolk, VA Norfolk VA
