Northrop Grumman Space Systems, Tactical Space Division is seeking a Program Cost and Schedule Control Analyst 3 or 4 to join the Space Security organization. This role requires the ability to work on-site in Dulles, VA and/or El Segundo, CA. No relocation assistance provided.

The selected candidate will be responsible for supporting our Civil and Commercial Satellites Business Unit in the financial operations of a Northrop Grumman wholly-owned subsidiary and directly supporting multiple small programs to drive effective program execution relative to cost performance, delivery performance and effective program resource planning. The selected candidate will analyze program performance (historical and predictive), monitor the forecasted completion data, and support recommendations made to the program managers and leads.

Roles and responsibilities will encompass the following, and vary slightly depending on specific position, program, or business unit to which you are assigned:

  • Experience in business case development and cost modeling.

  • Excellent interpersonal, written and oral communication skills.

  • Strategic thinker with excellent organizational skills.

  • Ability to create crisp and precise presentations and present to upper management a clear message.

  • Developing and executing a Program Management Baseline that aligns with the programmatic budgets and key contractual milestones.

  • Facilitate and conduct EVM compliance reviews with DCMA and other government oversight agencies (Internal Baseline Reviews/Joint Surveillance Reviews), as well as other related audits such as; accounting audits, cost voucher audits, and periodic in-house audits.

  • Interfacing with program finance and program office for monthly Sales and Profit forecasts, issues, concerns, and status on all in-house programs.

  • Tracking spending to ensure adequate funding is maintained, financial metric development, & analysis and reporting in support of monthly program reviews.

  • Timely and accurate Estimate at Completion development, analysis, and reporting.

  • Direct involvement in streamlining of processes, tools, and best practices.

Candidates must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have an agile perspective or compliance protocol mandated by regulated industry.

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

This requisition may be filled at either a level 3 or a level 4.

Basic Qualifications for a Level 3:

  • Bachelor's degree or Master's degree in Accounting, Finance, Business Administration, or with 6+ years' experience within a related work environment- OR - a Master's degree with 4+ years of related experience. An additional 4 years of experience accepted in lieu of a degree

  • Demonstrates understanding of business case modeling (ie IRR, NPV and financial statements).

Basic Qualifications for a Level 4:

  • Bachelor's degree or Master's degree in Accounting, Finance, Business Administration, or with 10+ years' experience within a related work environment- OR - a Master's degree with 8+ years of related experience. An additional 4 years of experience accepted in lieu of a degree.

Additional Basic qualifications for both levels:

  • Knowledge of and familiarity with Earned Value Management principles.

  • Knowledge of Deltek Cobra (or similar EVM tools such as MPM) and MS Project.

  • Intermediate knowledge of Microsoft Excel, Power Point, and Word.

  • Must be able to effectively communicate with all levels of employees, management and customers.

  • Proven experience in a team environment and interacting with all levels of management.

  • Proven ability to initiate and complete projects with limited to no direction.

  • Excellent time management and organizational skills.

  • Detail-oriented.

  • Excellent critical thinking and analytical skills.

  • Current Active DoD Top Secret/SCI security clearance. US Citizenship is a prerequisite.

  • Ability to travel domestically up to 20% of the time.

Preferred Qualifications:

  • Advanced knowledge of Microsoft Excel, PowerPoint, and Word.

  • Experience with Business Case Modeling/Evaluation Modeling/Market Modeling

  • 3+ years finance/accounting experience.

Salary Range: $88,700.00 - $133,100.00Salary Range 2: $109,900.00 - $164,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
