Cost Analyst, Senior

Key Role:

Work as a member of a financial management support team for the client. Support threat reduction programs, including assisting the states of foreign nations with reducing, destroying, and preventing the proliferation of weapons of mass destruction and enhance the safety and security of their weapons and biological materials while in transportation or storage. Maintain responsibility for cost estimating for projects and programs involving the construction and renovation of facilities, scientific research and training, force protection measures, operations and maintenance of facilities, cost analysis of US general contractor and local subcontractor cost proposals, assistance to the government with contractor selection by performing cost realism analyses and contract negotiations, assistance to CTR project managers and CTSC technical staff with the development of project statements of work (SOWs), work breakdown structure (WBS), and pricing support efforts and determine the costs associated with program scope changes. This position requires periodic travel to foreign nations as a US delegation team member, including working with government program managers and staff on fact-finding missions to project sites and conducting development or review meetings with foreign government officials.

Basic Qualifications:

  • 3+ years of experience with cost analysis

  • Experience with Microsoft Excel

  • Ability to obtain a security clearance

  • BA or BS degree

Additional Qualifications:

  • Experience with the engineering or construction industries

  • Experience with cost development

  • Experience with DoD acquisitions

  • Experience with project management or working as DoD staff

  • Knowledge of Microsoft Word, Excel, and PowerPoint

  • Ability to be a self-starter, acquire expertise quickly, be detail-oriented, work under pressure in a fast-paced environment, focus on the customer, develop strategic perspective on programs quickly, and leverage technical and programmatic comprehension of each project area

  • Possession of excellent oral and written communication skills

  • Possession of excellent analytical and interpersonal skills

The DHS SOC has primary responsibility for monitoring and responding to security events and incidents detected at the Trusted Internet Connection (TIC) and Policy Enforcement Point (PEP) and is responsible for directing and coordinating detection and response activities performed by each Component SOC. Direction and coordination are achieved through a new shared DHS incident tracking system and other means of coordination and communication. The DHS SOC Support Services Program has a critical need for a Tier 2 Cyber Threat Analyst who will working 12 hours shifts - Fronts which is Sunday, Monday, Tuesday, and alternating 8 hours on Wednesday or Backs which is Thursday, Friday, Saturday and alternating 8 hours on Wednesday. Tier 2 Cyber Threat Analyst will be supporting these specialized areas: - Email security - Digital media forensic - Monitoring and detection - Incident Response - Vulnerability assessment and pen test - Cyber intelligence analysis Supports detection, containment, and eradication of APT activities targeting customer networks. Process community reporting, conduct link analysis, and collaborate with other Government cyber fusion teams. Publish intelligence products to inform network defenders about APT activities, new detection methods, among other topics of interest. This position location is in the Washington Metropolitan Area. Required Skills: Minimum of current Top Secret clearance with ability to obtain TS/SCI Clearance. In addition to specific security clearance requirements all Department of Homeland Security SOC employees are required to obtain an Entry on Duty (EOD) clearance to support this program. Bachelors degree in Computer Science, Engineering, Information Technology, Cyber Security, or related field.
