We are actively searching for qualified candidates for this potential opening. We do not have assurance at this time that the position will be opened and when. This position is contingent upon contract award.

Provides subject matter expertise in managing and executing the Automated Cost Estimating Integrated Tools (ACEIT) software

Provides initial planning documents, program & schedule breakdown structures, budget requirement analyses, and earned value guidance to program/Product Directors and integrated product teams

Provides support during review of contractor proposal submittals, including review of submitted hours, direct labor rates, overhead rates, other direct costs and general review of the contractor's Work Breakdown Structure (WBS)

Prepares Program Office Estimates (POE), Life Cycle Cost Estimates (LCCE), Cost Analysis Requirements Description (CARD), Independent Cost Estimates (ICE), Component Cost Analysis (CCA), Business Case Analysis (BCA), and Affordability Analysis and Cost Benefit Analysis (CBA)

Master's Degree

10 Years experience

with Bachelor's Degree > l5 years

Proficient in ACEIT required

Physical Requirements

Must be able to work at a computer, desk, around base, and port side for extended periods. Must be able to walk and drive with valid driving credentials. Must be able to interact effectively with all levels of employees and customers.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Computers and General Administrative Equipment (e.g. phone, computers, copiers, printers). BSVE including vehicles such as buses, sedans, trucks, carryalls, station wagons, ambulances, refuelers, defuelers, truck trailers, brush, structural, aircraft fire fighting, Marine Tactical Vehicle Requirement (MTVR) and rescue operation trucks; WHE such as mobile or transportable truck, crawler, railway mounted locomotive cranes, and trackage used for lifting, moving, and placing heavy material or equipment and category 1-4 cranes; and MHE such as warehouse tractors, forklift trucks, rough terrain forklift trucks, platform trucks, pallet trucks, conveyors and conveyor systems, and straddle carrying trucks.


With the exception of approved leave and holidays, attendance is mandatory. Overtime is anticipated.

Other Essential Functions

Must take and pass a drug test and background check. Must be able to obtain and maintain appropriate security clearance.

Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously.

Must be able to communicate effectively, both verbally and in writing. Must be able to interface effectively with individuals at all levels of the organization. Must be willing to travel as-needed.

The Program Management and Acquisition/Financial Specialists provides program management support for the execution of current and future NE-MA programs/initiatives and assist department leadership in the development and execution of current and future requirements. This position will work closely with the BSA program manager to understand requirements, develop the POM submission, and prepare spend plans based on funding, and to provide continuity during government PM absences. Primary duties include: * Supports NE-MA Leadership, Program Managers and Contracting Officer's Representative throughout all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for the Department and its programs, working closely with finance, acquisition and contracts personnel to ensure compliance with DoD regulations. * Developing and coordinating Spend Plans and POM inputs * Providing assistance/expertise in drafting/performing procurement activities to include market research, cost estimates, procurement planning, analyses of alternatives, past performance assessments * Participate in meetings, IPTs, and related events, and shall produce Initial Strategy Session worksheets, Acquisition Strategy Review documentation, Acquisition Plans, Source Selection Memoranda, Procurement Packages, SOO/SOW/PWS, WBS, capability assessments, CDRLs, and related documents to support timely procurement of goods and services to support CWMD efforts. * Assist in the financial/program monitoring, oversight and reporting (e.g., personnel travel; tracking commitments, obligations and expenditures; contractor cost data, burn rates, trends, shortfalls, personnel hours) * Provide acquisition and technical/functional SME to support Source Selection Evaluation Boards involved in all manner of procurement competitions necessary for the conduct of CWMD efforts * Assist/advise the Program Manager (PM) and Contracting Officer Representatives (COR) with weekly/monthly/annual requirements and closeout procedures. * On the department's behalf, execute day-to-day coordination with the assigned J8C financial analyst to provide the department accurate accounting of expenditures, obligations, unliquidated obligations, and real-time financial data * Support ad hoc tasks within contract scope from the Department as required * Minimum 5 years experience with DoD programs * BA/BS in business, financial or management related discipline required; MA/MS or MBA preferred * Expertise in Federal Government Acquisition (FAR/DFAR), POM and PPBE * Strong task leadership and organizational skills * Proven analytical, problem solving, program management and financial skills and expertise * Ability to collaborate across a diverse workforce to achieve the objectives * Skilled in providing financial details in understandable terms at all levels * Ability to develop presentations and brief Department and senior leaders * Current DoD TS clearance with SCI eligibility required Engility Corporation Fort Belvoir VA
