H2 Performance Consulting (H2) is seeking a Cost Analyst to join our current contract supporting Naval Air Systems Aviation Readiness and Resource Analysis in Patuxent River, MD. This work focuses on supporting the research, development, analysis, and evaluation of Information Technology (IT) solutions across the Naval Aviation Enterprise (NAE), including the Aviation Logistics Environment (ALE) specifically focusing on life-cycle cost estimate development and documentation.

A summary of the work to be performed by the Cost Analyst includes:

  • Conducting cost analyses in support of Analyses of Alternatives (AoA)

  • Providing cost estimating and financial management support for all activities occurring during the lifecycle of a program to include:

  • Analysis of cost, schedule, contract performance, variance, and risk analysis

  • Development of cost controls, procedures, systems, and forecasting to evaluate contract or program status and ensure compliance

  • Presenting plans, recommendations, and analyses within a broad functional area to customers, site managers, and all team members within the project.

  • Developing client-ready documentation and deliverables

  • Researching/interviewing to gather cost data requirements for development of cost estimates and models

Education, Knowledge and Skills Required:

  • Experience: 5 years of relative experience in:

  • Cost estimating methodologies, relationships and model development

  • Preparing cost estimates, budgets, and schedules for DoD programs

  • Cost versus Benefit assessment including functional benefits, technical performance, risks, and schedule concerns

  • Research and work with technical SME(s) and vendors to seek best practices

  • Education: Bachelors degree in Business/Accounting related field of study

  • Clearance: Active Secret clearance is required at time of application

JOB DESCRIPTION AND RESPONSIBILITIES: * Provide assistance and guidance to Program Management Offices, Science and Technology Leads, Competency or Department Leads, and all other Transition Agents requesting a Phase III contract. * Facilitate SBIR/STTR Phase III development by supporting preliminary procurement packages; Statement of Work (SOW), Contract Data Requirement List (CDRL), Justification and Approval (J&A), Contract Funding and Management and Oversight Process for the Acquisition of Services - Streamlined (MOPAS-S), Quality Assurance Surveillance Plan(QASP) and Individual Contract Streamlined Acquisition Plans (ISTRAP). * Support the collection, validation, and tracking of SBIR/STTR Phase III metrics and success stories. * Provide process guidance to Program Management Offices, Science and Technology Leads, Competency or Department Leads, and all other Transition Agents seeking to facilitate and increase Phase III transitions. * Review and analyze Phase III cases to identify issues and prepare guidance on Phase III decisions and impacts. * Analyze program requirements, status, budget and schedules. * Perform program management, technical or business case analyses. * Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. * Track program/project status and schedules. * Apply policies and procedures for financial planning. * Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
