Location: PA (non local candidates will be considered with per diem travel expenses paid)

Duration: 12months + Possible contract to hire for the right candidate.

Compensation: $50.00 plus OT

Work Schedule: 40 hours

Job Description:

  • Provide estimating to include but not limited to:

  • Responsible for reviewing and completing quantitative take-offs from substation designs to support construction based projects

  • Responsible for developing a substation construction and material estimate based on reviewed drawings and scope of work

  • Responsible to apply the proper accounting codes to specific activities as part of the estimating process. Accounting structure will be supplied along with an excel based tool to develop the proper format for accounting based estimate

  • Responsible to provide cost based on provided models in support of general construction activities

  • Contractor will be provided a base tool set to complete estimates in, but is required to have estimating qualifications to support input into estimating tools.
    Experience:

Cost Engineering experience
Cost Estimating experience
Vertical/Utility Construction experience
Intermediate/Advanced Excel - can translate data from multiple sources into Excel quickly

(NYSE:APD), a Fortune 500 manufacturer of industrial gases, has an immediate opening for a Project Cost Engineer based in Allentown, Pennsylvania. The Project Cost Engineer ensures successful execution of all asset (Sale of Gas) and third party (Sale of Equipment) businesses. You will be actively engaged in helping to achieve competitiveness, successful project execution, productive internal/external interfaces and risk management. This is a great opportunity to become part of a Project Controls Team that supports Air Products' Product Line, Project Execution and Engineering Teams. The Project Cost Engineer will provide project cost control services to a broad portfolio of projects ranging from highly standardized / small scale to complex and unique facilities. You will also provide guidance and deliver project cost control plans to suit the project execution strategy and needs from both an internal and external aspect. Accountabilities: * Motivated to help achieve an industry leading regional project cost control team capable of supporting internal /external customer projects including EPCs, both within the office and construction site. * Use Air Products cost control IT systems and functional discipline work processes to provide reliable and consistent cost control and reporting to ensure that we can meet the project, regional/global project portfolio and business requirements. * Collaborate with the Product Line and Project Execution team to develop and deliver competitive project estimates and budgets, including financing and hedging support, aligned to the execution scope and strategy during the bid phase through award and execution, ensuring the growth of Air Products businesses whilst consistently delivering on project commitments in terms of cost and schedule. * Develop and maintain Project Structure including Intercompany Contracts for engineering, procurement, manufacturing, construction and commissioning to ensure credible cost control and reporting throughout the project execution phase. * Help maintain and improve the capabilities of the regional team to ensure that we can support the business needs across the broad portfolio of offerings. * Provide close collaboration and support across the other regional and global teams to ensure effective resource sharing, lessons learned, best practices and the development of appropriate work processes and procedures across the global execution teams. Qualifications: * BS/MS Engineering degree. * Minimum 5 years' project cost control experience. * Sound knowledge, proven skills and competencies in application of project cost control principles, methodologies and tools, supporting all phases of project execution, especially around Project Cost Control, Forecasting and Reporting, within a large project-oriented EPC or Owner Organization. Must be able to deliver accurate cost information, reporting and guidance to management. * Previous SAP and Ecosys direct experience strongly preferred, especially around SAP Project Systems module. * Experience within an Oil & Gas, Chemical processing or related business and equivalent projects a further benefit. * Global Project Cost Control experience. Proven skills and experience of cost control of projects on global basis, including performing foreign currency analysis, assessing currency risk exposures, advising Treasury of currency requirements and changes, supporting projects executed by multiple engineering offices, and understanding intercompany project ramifications. Understanding of a variety of project types, structures and contract terms. This includes sale of gas (SOG), third party sale of equipment (SOE), joint ventures, capital, and cost sharing type arrangements. * Potential travel internationally to other regional engineering offices as well as domestically to support project / organizational needs. * Determined, adaptable and resilient. Able to achieve success under significant pressure, evolving requirements, and conflicting priorities. * Culturally astute. Experience and ability to work with different cultures associated with multi-region project execution, and to therefore achieve success with a multi-cultural team. Experience of Customer and external stakeholder regional cultures, and ability to achieve success with those cultures. * Relationship network. Established and proven internal relationships with key individuals in all teams in all regions, with the ability to build strong relationships to apply leverage to execute the project. Core competencies: Commercial and technical acumen, detailed working knowledge of project cost controls tools and systems. Proven skills in cost control, estimating, quantity surveying coupled with a working knowledge of project management, business development and finance.
