JOB TITLE: Cost Account Manager
SUMMARY: MSR-FSR is seeking a Cost Account Manager. The successful candidate will have various experiences related to Project Controls and Procurement, including Cost Engineering, Forecasting, Earned Value Management, Bid Phase Management, Subcontract Management, and Bid Evaluation. The successful candidate must possess solid technical, organizational, communication skills, and proven ability to work in a fast-paced dynamic environment and have a work history that represents increased levels of responsibility on a progressive basis.
DUTIES AND RESPONSIBILITIES:
Understanding of Construction Means and Methods.
Provide project guidance for creation of accurate monthly cost reports, identifying variances from the plan on commitment, value of work done, changes and currency fluctuations against approved budgets.
Reconcile program and project controls data with the client's fiscal and financial controls systems.
Analyze projects to ensure that project funding is adequate by performing estimates, cost forecasts, cost trends, and accrual of actual costs.
Contribute to the development of junior staff through coaching and training in cost engineering practices, tools, and techniques.
Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism form project teams.
Change Order Negotiations (including with Owner, GC, Subcontractors, and Vendors)
Cost validation and quantity surveying on an as needed basis.
Change management and control, budget management and documentation, fiscal and cost reports, charts, graphics, trend analyses, and document control.
Present results of cost analyses to senior staff and clients in a clear and concise manner.
Risk-based approach to the development of time and cost contingencies.
Develop and maintain cross-discipline relationships within the project team.
Execute proper controls to proactively support, monitor, and communicate budget, actual status, and forecast costs, labor hours, and quantities for projects.
Administer project controls that support contract requirements.
Collect and input timely and accurate cost data for cost report development.
Develop, track, and manage metrics on performance.
Develop and/or implement programs of standardization, process improvement, cost reduction, cost avoidance and cost containment.
Consolidate performance data to support performance measurement, data analysis, and cost forecasting.
Work within a team atmosphere focused on superior internal and external customer satisfaction.
Reconcile inventory and accounts payable discrepancies.
Manage Trade Partner / Supplier inquiries, protests, and appeals.
Develop metrics and monitor supplier performance utilizing supplier scorecards.
Work with local and global commodity managers and buyers to drive cost reduction.
Participate and/or lead supplier/customer meetings.
Participate and/or lead supplier competitive bids (RFP).
POSITION REQUIREMENTS
Minimum of seven (7) to ten (10) years related-work experience as a Cost Engineer/ Manager
Specialized skills and proficiency with project/program controls software
Extensive knowledge of Cost Management software such as Prolog, SAP, GSAP, etc.
Knowledge of Microsoft Word, Outlook, and PowerPoint.
Ability to develop and implement Earned Value Management
Excellent analytical, oral, and written communication
Fully versed with Cost Controls principles and techniques
BS/BA Degree in Architecture, Civil Engineering, Construction Management, or another construction related subject or a non-cost BS/BA degree and additional cost estimating experience or equivalent experience.

Must be able to safely access and traverse indoor and outdoor obstacles for site inspections, including climbing ladders, walking on stairs, catwalks, and other types of uneven surfaces where activity inspections are needed.
