Position Summary & Responsibilities

Position Summary:

The captain's primary role is to lead an assigned shift. The captain bears responsibility for the operation of the shift and the conduct of the uniformed staff on duty during that shift. The captain is expected to be proactive in identifying problems related to safety, morale, or fiscal areas. The captain is responsible for the development of strategies, tactics, identifying problems as well as, implement and measure concepts that have been presented to and approved by the Chief of Security (Major). The captain is responsible for the command and leadership philosophy of the shift's subordinate supervisors, and to ensure all normal and routine shift functions are carried out as mandated, ordered, or directed per policy, procedure, or directives.

Job Responsibilities may include but are not limited to the following:

  • Manages time effectively in planning, organizing, supervising, and evaluating security operations for all units. Inspects physical plant and evaluates for security defects. Reviews reports of inspections conducted by other security personnel and initiates action as necessary to correct discrepancies found. Executes directives and assignments issued by Chief of Security (Major), Deputy Superintendent, or Superintendent.

  • Plans, organizes, directs, reviews, develops and implements orders, directives, policies and procedures concerning security operations including, but not limited to facility general orders, post orders and contingency plans. Ensures compliance with established policy by all subordinate staff. Recommends and/or initiates corrective action when deviations are discovered.

  • This position supervises the Juvenile Corrections Officer IIIs assigned to the shift and will plan, coordinate and evaluate the scheduling needs of Juvenile Corrections Officers facility-wide in order to ensure there is adequate staff coverage at all times. Interviews, recommends hiring, assigns and supervises security staff. Participates in decisions related to security issues. Conducts and/or participates in the daily security briefing. May work weekends and other shifts, as necessary.

  • Plans, directs and evaluates the security program of the facility, both on campus and off. Develops and implements systems for controlling contraband. Develops, evaluates, and implements procedures for inspecting vehicles and personnel entering the facility. Develops and implements procedures for the shakedown of the facility. Advises the Major on the needs of the facility that fall under their management.

  • Investigates inquiries on security issues/crimes at the facility. Participates in investigations at the direction of the Superintendent. Participates in investigations, debriefings, compiling of information and submitting reports for incidences of escapes or other breach of security situations that may occur. Provides necessary assistance to law enforcement agencies when they are involved with investigation of criminal activity relating to the business of KJCC.

  • Evaluates subordinate employees and administers the evaluation process in a fair and equitable manner. Ensures that evaluations are accomplished in accordance with established rules and regulations. Counsels and advises subordinate employees as to their job performance. Initiates and/or recommends corrective action when necessary.

  • Attends all required training according to KJCC policy. Develops and presents training as directed. Ensures that security, responder and transportation personnel get training in accordance with facility procedures. Informs security personnel of pertinent laws and regulations pertaining to the performance of their duties. Ensures security personnel are knowledgeable of policies and procedures of the facility and are able to apply them in the performance of their duties.

Other Duties:

Qualifications

  • Education:

A bachelor's degree with major coursework in criminal justice, the social sciences, the behavioral sciences, or public administration and one year of supervisory and/or administrative/management experience in the field of corrections. Additional experience may be substituted for the required education as determined relevant by the agency

Ability to deal effectively with individuals under restraint. Knowledge of procedures and practices of supervising juvenile offenders confined to a juvenile correctional facility. Ability to stand for long periods of time, respond quickly to emergencies, and use force to subdue violent juvenile offenders. Also:

  • Post-Offer, Pre-employment Requirements:

  • Must be 21 years of age at time of appointment.

  • High School Diploma or G.E.D.

  • Free of felony convictions or adjudication, whether or not expunged,

  • Free of conviction or adjudication by a court of law or court-martial, of a crime punishable by imprisonment for a term exceeding one year (whether or not the sentence was imposed).

  • Free of conviction as an adult of Driving Under the Influence (or comparable law regarding driving while intoxicated or under the influence of a controlled substance) in the past 24 months, as an adult or juvenile.

  • Free of conviction or adjudication of a misdemeanor involving drug use or possession in the past 60 months

  • Free of any criminal charges, indictments or outstanding warrants pending.

  • Candidate must take and pass a drug screening test approved by Office of Personnel Services.

  • Candidate must take and pass a post-offer work screen
