The Department of Community Corrections and Rehabilitation's (DOCCR) Juvenile Probation is seeking a Corrections Program Manager. This position will provide strategies and support for staff and supervisors in the division through modeling, leading, implementing, and providing of duties and workplace culture. Specifically, leading reform and organization change around juvenile justice, and evidence-based practices.

Location and hours:

This position is hybrid and will be performed both on-site at the Juvenile Justice Center at 590 Park Avenue, Minneapolis, MN and remote as job duties require. Work hours will typically be Monday through Friday, 8 a.m.

  • 4:30 p.m. with rotating on-call responsibilities. Based on current requirements, hires must live in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Participate and lead as a manager of the Hennepin County Juvenile Probation division.

  • Work actively and collaboratively with juvenile justice partners to help facilitate the implementation of juvenile justice reform efforts in Hennepin County.

  • Build a framework to drive system change by collecting and analyzing extensive data regarding juvenile justice processes and the population of youth in the juvenile system with attentiveness to disparities and disproportionality.

  • Create, align, and lead implementation of the DOCCR and juvenile probation division strategic plans.

  • Lead, support, and participate in projects, committees, and initiatives within the division, department, and Hennepin County.

  • Manage and execute correction-based Evidence-Based Practices (EBP) that support the Department of Community Corrections and Rehabilitation's continuous improvement efforts.

  • Establish and oversee performance measures, roles, and responsibilities for the division.

  • Directly supervise Correction Unit Supervisors.

  • Support juvenile probation community engagement efforts.

  • Champion and support racial, equity, and inclusion efforts in the division.

Need to have:

One of the following:

  • Eight years or more of professional experience in corrections, at least one year of which must have been in administration or supervision.

  • Bachelor's degree in criminal justice, behavioral science or business, correctional or public administration or equivalent and four years or more of professional experience in corrections, one year of which must have been in administration or supervision.

  • Master's degree or higher in one of the above cited-fields and three years or more of professional experience in corrections.

Nice to have:

  • Experience:

  • Using data to develop and achieve program goals.

  • Collecting and analyzing data to adequately evaluate programs and outcomes.

  • Using various software and databases to pull and present data, including Excel, CSTS, PowerPoint, MGA database, and Power BI.

  • Creating and presenting complex information in large and small group settings, and in plain language.

  • Leading committees, projects, and/or teams about reform and organization change.

  • Supervising individuals.

Knowledge of:

  • The purpose and use of secure detention and detention alternatives, as well as the principles and language of juvenile detention reform.

  • Best practices in juvenile justice and juvenile detention alternatives initiatives, in conjunction with evidence-based practices.

  • Diversity, equity, and inclusion best practices in efforts to reduce racial inequities and racial disparities.

Ability to:

  • Plan and direct the work of others; develop effective interpersonal relationships.

  • Communicate clearly both verbally and in writing.

  • Motivate, train, and supervise direct reports.

  • Develop programs and procedures; design and implement administrative methods and techniques.

  • Effectively manage conflict.

  • Work effectively with an increasingly diverse client population.

  • Develop and support professional growth opportunities for individuals and the division.
