This position is a job rotation anticipated to last 12 months, though may be extended or decreased due to business need. This rotation available for current regular status employees of the Oregon Department of Corrections, Oregon Correctional Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manger's approval. Candidates who do not meet the minimum qualifications for this classification may be considered as a developmental. Developmental candidates are not eligible for Work Out of Class Differential. Preference may be given to those who meet the minimum qualifications for the classification.

About the Job:

Your Role:

This position provides on-going staff support to the administration of Correctional Case Management within Oregon's prisons. You will work closely with the Operations Division and Community Corrections Division in the development and implementation of Correctional Case Management for adults in custody, as well as monitor the department's system of program availability, and respond to requests for information from the public and the criminal justice system. This position affects the work of over 3,500 employees around the state and requires you to represent the agency throughout at various forums.

This position will:

  • Assess the need for and develop training, including training for trainers. Assure training is targeted to the business practices of institution staff remaining cognizant of the needs of other agency partners. Lead or participate on design teams to identify training needs associated with policies and procedures. Prepare manuals, tutorials, and other training supports and methods for training. Work with partner agencies to coordinate training; oversee and conduct trainings.

  • Research current trends in subject area related to agency operations. Develop new information about subject under study; establish criteria to identify and measure program effectiveness; develop methods to improve operations or develop new approaches to program evaluation that serve as precedents for others.

  • Conduct site visits and program evaluations. Review institution performance of offender management and treatment programming through application of the statewide data system and onsite evaluation of programs using the Correctional Program Checklist and other quality assurance tools. Provide technical assistance on best practices approaches and principles in keeping with ORS 182.515-525 (Evidence-based Practices) targeting institution-based programs. Monitor compliance and intergovernmental agreements with counties.

  • Lead statewide reviews of programs, program implementation, and operations; write reports of findings including corrective actions; monitor compliance with corrective plans; provide technical assistance and/or consultative services as needed.

  • Design and oversee the collection of program and survey data; develop processes to collect data not currently available or not easily accessible; analyze data (which may include giving weight to uncertainties about the data and other variables that affect long-range program performance), evaluate findings, and recommend policy and operational changes.

  • Develop plans, goals and objectives for the short-and long-range implementation and administration of agency programs including recommendations to address conflicting operations or service goals and objectives.

  • Develop and maintain partnerships with other agency and stakeholder groups including but not limited to: The Oregon Criminal Justice Commission, Victim Advocacy Groups, the Board of Parole and Post-Prison Supervision, the Oregon Association of Community Corrections Directors and their charter groups, the Community Corrections Commission, the Oregon Youth Authority, and the Department of Public Safety, Standards, and Training. Represent CSD on various committees and interagency task forces. Act as liaison to other divisions within the Department of Corrections, county community corrections, Governor's Office, State Legislators, statewide groups, and the public to assist with problem resolution. Respond to senior management and partner agency questions, concerns or problems regarding CSD-related issues.

  • Evaluate automated and non-automated programs, services, systems, and program effectiveness through comprehensive operational research. Collaborate with information systems staff to automate business processes. Coordinate transition from old to new automated business systems including supervision of outside contractors, as needed.

  • Monitor automated and non-automated programs in ODOC institutions assuring they are in compliance with administrative rules and Corrections Information Systems (CIS) standards. Identify problems or areas of noncompliance and recommend corrective action. Monitor corrective plans. Write summary reports for management teams.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
