Corporation Examiner

Under the supervision of the Corporation Examiner IV (Supervisor), Division of Financial Oversight, the Corporation Examiner will perform field examinations of the financial and administrative affairs of full service and specialized health care service plans (i.e., HMOs, dental, vision, behavioral and chiropractic). DMHC's Division of Financial Oversight is responsible for protecting Californians who receive services from licensed health care service plans and their provider networks by ensuring they are fiscally viable and comply with the financial provisions of the Knox-Keene Act and related rules. This mission is accomplished through the performance of onsite regulatory examinations, analysis of regulatory filings and requiring necessary corrective actions in coordination with other disciplines in the DMHC.

When conducting examinations/audits, travel is required and may be in or out-of-state. Travel (up to 25%) is required within and/or outside the state of California via private or public

Auditor I

Under supervision by the Corporation Examiner IV (Supervisor), Division of Financial Oversight, the Auditor I will perform the less complicated field examination components of the financial and administrative affairs of full service and specialized health care service plans (i.e., HMOs, dental, vision, behavioral and chiropractic). DMHC's Division of Financial Oversight is responsible for protecting Californians who receive services from licensed health care service plans and their provider networks by ensuring they are fiscally viable and comply with the financial provisions of the Knox-Keene Act and related rules. This mission is accomplished through the performance of onsite regulatory examinations, analysis of regulatory filings and requiring necessary corrective actions in coordination with other disciplines in the DMHC.

This position is eligible for a hybrid telework schedule under Government Code 14200. Under the Department of Managed Health Care's (DMHC) current hybrid telework policy, employees may be required to report in-person to the office two times per week and will be required to utilize a shared or "hotel" workspace.

Employees may also be required to report in person more frequently as determined by management, which may include working at a DMHC designated headquarters and/or offsite events or locations. Employees must work from a location within California while employed at the DMHC

Working Conditions

The DMHC utilizes a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met.

Remote-Centered employees are expected to maintain a safe and distraction free work environment at the approved alternate work location. Remote-Centered employees agree to adhere to the state telework policy, the DMHC's telework policy, and conditions cited in the Telework Agreement (STD 200).

Office-Centered employees are expected to maintain a dedicated workstation at a DMHC official worksite. Office-Centered employees are expected to work in a climate-controlled office or cubicle under artificial lighting.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1.Knowledge and ability to apply Generally Accepted Accounting Principles, Generally Accepted Auditing Standards, Audit and Accounting Guide for Health Care Organizations (AICPA), and other accounting or auditing standards.

2.Excellent written communication skills to produce professional work papers and reports.

3.Excellent oral communication skills to communicate effectively and tactfully with internal and external stakeholders.

4.Excellent organizational skills and logical reasoning to reach sound conclusions and produce a quality work product.

5.Experience gathering, organizing and interpreting financial data to prepare reports and/or recommendations.

6.Experience with Microsoft Access, Excel, Word and/or Audit Command Language (ACL).

7.Experience with examination protocols including the usage of workbooks or reference materials.

8.Motivated to learn and produce a quality work product.

9.CPA, CPA Candidate or in the process of taking the CPA examination are preferred, but not required.



  1. Ability to travel within California up to 25% of the work time for examinations and/or training. May occasionally require out-of-state travel.

  2. Understanding of federal and state legislation, statutes and regulations related to health care.

  3. Ability to be flexible in response to a changing workload.

  4. Ability to demonstrate a positive attitude and work cooperatively and effectively with others.
