Summary Statement:

Manages and assist in all aspects of security for IDA SAC/STPI Special Compartmented Information Facilities (SCIFs) and acts as a partner to the Centers in their SCIF program. Security aspects include physical, information, and personnel security along with security operations and administration. Leads efforts to ensure IDA is compliant with all Federal security regulations that apply to SCIFs. Properly protects and tracks Communications Security (COMSEC) materials and equipment. Supervise SCIF security team and ongoing SCIF operations. This position is Mission Critical, and employee may be required to work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations.

Primary Responsibilities:

  • Manages and assist in all aspects of security for IDA SAC/STPI Special Compartmented Information Facilities.

  • Assist with the construction and modification of a SCIF and maintain the SCIF in accordance with sponsor requirements.

  • Assist with creating and modification of the Systems Security Plans (SSPs) and Fixed Facility Checklists (FFCs) in accordance with customer guidelines.

  • Assist in advising the Government in maintaining all standards required by ICD 705, Physical Security Standards for Secure Rooms up to Special Access and/or SCI Facilities and ICD 503, for Protection of the Information Systems.

  • Information security, including designing and ensuring proper execution of information security processes and procedures, and coordination of any SCIF information security or cyber security investigations.

  • Personnel security, including ensuring all visitors and staff located in the SCIF have proper clearances. Responsibilities include receiving and passing clearances from/to non-IDA SCIF facilities.

  • Security operations, including developing and implementing Security Education, Training and Awareness (SETA) programs.

  • Security administration, including greeting and processing visitors and overseeing escorting for visitors without proper clearance.

  • Leads and assists efforts to ensure IDA is compliant with all Federal security regulations that apply to SCIFs

  • Assist in obtaining and maintaining DA SCIF/SAP certification and accreditations.

  • Assist in ensuring that IDA SCIF and SAP facilities meet DCID 6/9 and ICD 705 criteria.

  • Maintains appropriate documentation as required by DIA and other US Government agencies

  • Coordinates with the IDA Information Systems Security Manager (ISSM) to ensure that all classified information technology systems within the SCIF are accredited, maintained and disestablished as needed.

  • Ensures IDA meets security requirements and maintains appropriate certifications and accreditations for JWICS, and other highly sensitive US Government networks.

  • Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storing, and transportation of program assets.

  • Participate in various government security reviews/assessment/audits, conduct and document government required self-inspections/assessments, and assist with any corrective actions required.

  • Protects and tracks COMSEC materials and equipment.

  • Oversees protection, safeguarding, and accounting of COMSEC materials and limiting access of such materials to proper individuals based on clearance and need to know.

  • Ensures proper COMSEC documentation is kept and provided as required to the NSA Central Office of Records and the Distributed INFOSEC Accounting Systems.

  • Develops relationships within and outside of IDA

  • Works with IDA Project Leaders and Senior Researchers to develop solutions to new regulations or new issues. Develop solutions, which meet regulatory requirements and the needs of IDA.

  • Through an understanding of government organization's responsibilities, such as DIA and other agencies, aware of changes in policies or processes.

  • Responsible for obtaining clarification on new or changes to SCI or program policies and works to solve any issues.

  • Influences new SCI and program policies and regulations through relationships with government agencies.

  • Maintains liaison with Security Groups and organizations, attends national security conferences and engages with other security professionals to stay current on changes in NISPOM and DoD requirements.

  • Supervises SCIF security team and ongoing SCIF operations.

  • Manages SCIF Security Staff to ensure effective facilities, administrative, and security services are available to all employees and tenants during normal hours of operation.

  • Oversees work status, recognizes out of the ordinary situations where assistance is needed and recommends applicable procedures to be followed. Reviews completed work to ensure adherence to policy, procedures, time schedules, and accountability.

  • Serves as the technical expert on security tools, such as the access control system, alarm system and camera system within the SCIF, working with the vendor.

  • Provides specific technical supervision to assigned support and professional staff; determines the scope of assignments and time schedules, discusses assignments in terms of results required, principles, and procedures to be applied.

  • Performs other related duties as assigned.

Minimum Qualifications:

  • Bachelor's degree or equivalent experience.

  • Extensive experience with DoD and Intelligence Community (IC) security regulations and policies.

  • Minimum of six years of experience with physical, personnel, and communications security in a DoD/IC or DoD/IC contractor facility, including 5 years working in a SCIF or similar facility, and 3 year of supervisory experience in a security position.

  • Excellent verbal and written communication skills; ability to exercise discretion.

  • Proficient in a range of common Office Automation other software applications.

  • Ability to work under pressure of deadlines and deal with all levels of staff, management and senior Government officials.

  • Experience with Special Access Programs required.

  • Experience with COMSEC required.

  • Understanding of certification and accreditation processes for classified computer systems, and familiar with the Information Systems Security Officer (ISSO) and Information Systems Security Manager (ISSM) roles.

  • Must have the following certifications or security training or obtain the certificates within 6 months of hire:

  • This position requires that you have the ability to obtain and maintain the current DOD 8140 and/or 8570 certification or obtain relevant education substitution within 6 months of employment.

  • Director of National Intelligence Training Course for ICD 705

  • Introduction to Special Access Program.

  • U.S. Citizenship is required.

  • Active TS/SCI required with CI polygraph preferred. Must be able to obtain and maintain CI polygraph and eligibility for access to Special Access Program information.

  • Successful completion of a criminal background check is required.

While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $105,358-$168,541. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.
