Core Military Maintenance Management (M3) Manager

Overall job objectives

The Core Military Maintenance Management (M3) Manager will assist in writing the training manuals and ensure that the program meets its objectives and training standards.

Other duties and responsibilities:

  • Provide technical assistance to the Afghan National Army (ANA) to augment OS-Log's effort in deploying and training ANA personnel in the use and operation of the system.

  • Work in conjunction with OS-Log's personnel to train ANA personnel to be able to conduct independent Core M3 operations at the various levels of maintenance.

  • Establish procedures, publish SOPs, and train ANA personnel to resolve basic computer issues and be able to answer basic maintenance questions.

  • Create, maintain, and update Core M3 lesson plans aimed at educating ANA personnel for them to be able to operate systems independently of outside assistance.

  • Monitor performance of ANA personnel conducting automated systems functions for deficiencies and provide corrective training as required to eliminate noted deficiencies.

  • Provide on job training vertically and horizontally throughout ANA maintenance systems.

  • Advise and mentor the ANA on operating a common national maintenance system.

  • Provide remedial training on NATO and Warsaw Pact vehicle maintenance and management when necessary to eliminate deficiencies.

Minimum Qualifications:

  • Minimum 3 years working experience with automated inventory systems. Experience working with Core Suites or alike data base an added advantage.

  • 3 years' experience in a management position.

  • Previous work experience in Afghanistan an added advantage.

  • Ability to work independently or part of a team.

  • Strong analytical skills using appropriate quantitative and qualitative tools and methods.

  • Ability to communicate the results of data analysis to sponsoring senior Coalition and ANDSF officials through written reports, briefings, and presentations.

  • Understanding of and experience with military logistics and sustainment programs from either a technical or programmatic perspective.

  • Proficiency in MS Office packages Excel, Word, Outlook, and PowerPoint.

  • Experience in successfully managing a multi-national workforce.

  • Experience utilizing a variety of information systems to manage a large, national maintenance program effectively.

  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time. and rapidly adapting to changing priorities and schedules.

  • Excellent organizational and time management skills.

  • Language skills: Strong, professional, oral and written English communication skills.

  • Satisfactory completion of a pre-employment screening process, which includes drug testing, physical examination, and background check.

Work Environment

  • The full-time work location for this position is Afghanistan; an austere and hostile environment.

  • Minimum work hours are 9 hours a day, 6 days a week. Work may include nights and weekends (Friday) on short notice.

  • Able to walk/stand on level or inclined surfaces for prolonged periods per day, sit for prolonged periods per day, and climb/descend stairs or rough terrain.

  • Must be willing and able to perform physical activities including but not limited to heavy lifting of up to 40lbs; climbing in and out of equipment; crawling; and working outdoors.

  • Able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/below shoulders. Able to communicate by voice and detect sound by ear.

  • While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment - temperatures can reach 49 C (120 F) during summer, and as low as -9 C (15 F) during winter.

  • May be exposed to extreme noise from acts of aggression.

Leverage experience in full spectrum finance operations with an emphasis on MILPAY Operations, including Active Component, Army National Guard, and US Army Reserve, Financial Management (FM), Human Resources (HR), Business Processes (BP), and legacy system transactions, such as field-level transaction coding, systems accounting and reconciliation, disbursements, system financial structures and interfaces, fit and gap analyses, hierarchal organizations within the Army and DoD, audit readiness, statutory, and regulatory compliance support. Apply knowledge of the Planning, Program, Budget, and Execution (PPBE) forums, manpower analysis, and resourcing constraints. Monitor and manage the full range of IPPS-A functional MILPAY programmatic activities, risks, and issues and implement organizational plans, potential force structure changes, associated costs models, and processes for task coordination and integration between the Army G-1, IPPS-A Program Management Office (PMO), and external stakeholders. Assist with the development of a comprehensive concept plan for transferring MILPAY installation pay support and Top of the System (ToS) pay support to the appropriate HR functionaries. Provide support to document End to End (E2E) business processes (BP) and identify and deliver documentation for all Army personnel and MILPAY functional processes, potential changes to force structure, and appropriate funding and resources documents.
