TERM OF EMPLOYMENT: 12-Month Position, Full-Time
STARTING DATE: July 1, 2024
SALARY RANGE: $100,000 - $115,000 per year
DEFINITION AND DESCRIPTION:
The Coordinator of Human Resources reports directly to the Director of Human Resources for assisting in the implementation of personnel, payroll, benefits, certification practices, services, and policies of Monroe One Boces. The Coordinator of Human Resources is expected to assist in the supervision of Human Resources and Personnel. The Coordinator works cooperatively with all the other Central Office Administrators, Program Administrators, and Union Leaders.
MAJOR RESPONSIBILITIES:
The Coordinator will assist in all aspects of the Human Resource services and collective bargaining activities of the Monroe One Boces and provide leadership in developing, achieving, and maintaining the best possible educational programs and services in Monroe One Boces. Additionally, the Coordinator is responsible for ensuring that all personnel, payroll, and certification practices and services are administered in accordance with the policies established by the Monroe One Boces Board of Education.
KEY FUNCTIONS:
1.Assist in determination of staffing needs.
2.Assume major responsibility for recruitment, selection, onboarding, and deployment of qualified and competent staff members.
3.Facilitate the APPR process for certified staff by coordinating training, data collection, and reporting and also, track and monitor the employee evaluation process for classified staff.
4.Ensure all legal requirements for the employment of personnel are met, including Civil Service and State Certification.
5.Assist in the coordination of Human Resource related functions of Monroe One Boces.
6.Assist in the development of policies, regulations, and procedures related to Human Resources.
7.Interpret and clarify Human Resource policies to all employees and resolve personnel grievances or complaints.
8.Maintain a comprehensive, accurate, and up to date personnel records system.
9.Serve as necessary as the District's Liaison with the Monroe County Civil Service Commission, the Office of Teacher Certification of the New York State Education Department and other agencies regarding licensure requirements and other matters of importance related to staff personnel.
Assist in coordinating the Employee Assistance Program.
Assist in providing leadership training opportunities and mentoring for current and future Administrators.
Assist in supervising and evaluating the work of the administrative and teaching staff as requested.
Assist in the responsibility for the process of collective bargaining and contract administration.
Coordinate grievance and retirement matters with staff as appropriate.
Keep current regarding changes and developments in education and law.
Implement and maintain information and support systems to meet required standards defined by contract, policies, and practices.
Maintain the accuracy and confidentiality of all employee records.
Represent Monroe One Boces during processes with NYS unemployment; may assist in representing Monroe One Boces during PERB, Human Rights Office and other agencies.
Assist in the preparation of and present the Personnel Packet to the Monroe One Boces Board of Education for their approval.
Work collaboratively with central office administrators in the preparation of contract negotiations.
Perform other duties as assigned by the Director of Human Resources.
QUALIFICATIONS:
1.NYS Administrative Certification: School Business Administrator (SBA), School District Administrator (SDA), or School District Leader (SDL).
2.At least 3 years prior experience as a School District Administrator or Labor Relations Specialist is strongly preferred.
3.Must understand New York State Certification Laws and the Monroe County Civil Service Commission.
4.Knowledge of NYS Labor Laws, Division of Human Rights, and EEOC Commission preferred.
5.Knowledge of and experience with Boces programs, services, and operations in preferred.
6.Physically able to perform essential functions of the position (with or without reasonable accommodations).
