License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Five years of experience supporting Multilingual learners at the local school or district level, proven leadership supporting English Learner Language program federal and state compliance requirements. Preferred experience includes local school administrative experience, successful experience supporting program compliance at the local school or district level, and experience in the design and delivery of professional development.

Skills Qualifications: Ability to lead the development and support the Multilingual Learner Program; skills in collaborative leadership of individuals and groups; thorough understanding and knowledge of federal and state laws and regulations governing English Learner Language Programs; ability to coordinate and develop strategies, processes, and evaluation across departments and divisions; ability to develop and implement professional learning programs; ability to analyze existing processes, identify areas for improvement, and design and implement process improvement initiatives; ability to work successfully with colleagues; strong interpersonal communication skills; excellent verbal and written communication skills; ability to be task oriented, possess successful project management skills; strong technology skills in Microsoft Office; and ability to project and generate a positive attitude; ability to effect change and ability to act as a representative of Gwinnett County Public Schools (GCPS).

Primary Responsibilities: Responsible for supporting the Director of the Multilingual Learner Program in providing leadership and guidance to ensure compliance with local, state, and federal rules and regulations for English Learner Language Programs while leveraging data to continuously improve processes, procedures, and training for district and local school staff.

1.Collaborate with the Multilingual Learner Director to monitor and analyze district EL data to identify trends and forecast district needs.

a. Oversee the process for gathering, verifying, and analyzing data.

2.Collaborate with district partners to develop and implement processes for ensuring program compliance for identifying, serving, and exiting English Learner (EL) students are implemented with fidelity across the district.

a. Develop and implement training for these processes.

b. Monitor district and school compliance reports to ensure processes are effective and address any compliance issues.

c. Develop training resources and annually revise and update the EL Handbook and other district facing compliance documents.

3.Provide support to local schools.

a. Support school personnel with compliance errors and discrepancies.

b. Plan and lead professional development for district and local school staff on compliance.

c. Advise school leaders as needed to ensure compliance with applicable federal, state, and local laws, regulations, guidance, policies, and procedures.

d. Develop and maintain positive relationships with local school staff and demonstrate timely communication in support of compliance needs.

4.Collaborate with internal and external departments and divisions to monitor and collect Full-Time Equivalent (FTE) Data.

5.Maintain an in-depth knowledge and understanding of compliance with state and federal data requirements for English Learner issues including, but not limited to, service delivery models, the graduation rate/drop-out rate, English Language Proficiency, English Language Development Plan, Title III, participation, and performance of English Learners on state-wide assessments, etc.

6.Maintain professional currency and knowledge of best practices, trends and issues, and guidance regarding multilingual learners and contribute to the continuous improvement efforts for all departmental processes.

7.Collaborate with local schools and data governance to ensure the schools and district meet compliance requirements.

8.Collaborate with the Office of Federal & Special Programs to meet English Learner Program compliance requirements under Title III.

9.Perform other duties as assigned.
