POSITION DUTIES

The Migrant Education Coordinator serves as the lead technical program expert responsible for administering, managing, coordinating and evaluating the Title I, Part C Federal grant program. This position also shares responsibility for providing leadership and support to local education agencies (LEAs) in administering the Title I, Part A Federal grant program.

The Migrant Coordinator will administer, manage, and improve educational programs for migratory children; as well as provide oversight, technical assistance, and support to LEAs regarding adherence to requirements of the Title I, Part A (Title I) of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA) which provides programmatic and financial assistance to local educational agencies and schools with high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.

Responsibilities include:

Ensure compliance of statewide migrant Identification and Recruitment practices and Migrant Education Program (MEP) Quality Control procedures.

Coordinate training, resources, and professional learning opportunities for Migrant Coordinators, LEAs, Maryland State Department of Education (MSDE) staff and other stakeholders.

Coordinate the development of statistical profiles, evaluation reports, and reporting activities.

Write reports and position papers related to comprehensive planning, evidence-based practices, and Title I, Part C.

Serve as a Point of Contact to assigned LEAs.

Provide guidance, technical assistance, and resources to LEAs on application and budget development, program implementation, program evaluation and program monitoring.

Participate in onsite and/or virtual LEA visits.

Review and approve grant forms, amendments and annual reports.

MINIMUM QUALIFICATIONS

Education:���A Master's degree or the equivalent of
36 credit hours of post-baccalaureate course work from an accredited college or
university.
Experience:�Five years of administrative or teaching experience
in, or affiliated with, an education program, including two years of experience
in coordinating or administering an education�program or service directly
related to Migrant Education or Title I, Part A.
Notes:
1.Candidates
may substitute a Bachelor's Degree with 7 years of the specified content
experience to satisfy the Minimum Qualifications noted above.
2.
Candidates may substitute the possession of a Doctorate degree at an accredited
college or university in a field related to the position for one year of the
required experience.
3.The
required field of education and experience are unique for each option and are
established by MSDE in accordance with Education Article, Section 2-104 of the
Annotated Code of�Maryland.� The specific education and experience
qualifications for each position are on record in the Human Resource Management
Branch of the Division of Business Services.
4.
Candidates may substitute U.S. Armed Forces military service experience as a
commissioned officer in Education Program classifications or Education Program
specialty codes in the Education field of work on a year-for-year basis for the
required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the
following preferred qualification(s).�Include clear and specific

Experience managing
the requirements of the Every Student Succeeds Act (ESSA)

Experience with
managing Title I or other federally funded grant programs

Experience with the
design and development of the process and materials to support the Migrant

Education process and the state and federal guidelines and compliance

SPECIAL REQUIREMENTS

Applicants
must consent to a State Police Investigation (fingerprinting) as a routine

Employees in this
classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle
operator's license valid in the State of Maryland.
