Position Purpose

Oversees and conducts federally mandated, Entry Level Driver Training (ELDT) requirements for Commercial Driver's License (CDL), providing classroom and behind-the-wheel training, and knowledge of federal, state, and local school bus regulations and safety procedures. Serves as a Texas Department of Transportation (TxDOT) CDL Third Party Examiner for Fort Worth ISD. Develops, implements and conducts the safety and training programs for the Transportation Department. Oversees the certifications and recertifications for school bus drivers. Develops, coordinates and facilitates training for all bus drivers, bus attendants, and Transportation staff. Assists with safety-related issues and concerns including accident reviews and the evaluation of bus stops.

ESSENTIAL JOB FUNCTIONS

  • Oversees all ELDT/CDL bus driver licensing, training requirements and certification (e.g. driver licenses, DOT physicals, state certification, drug screening, etc).

  • Serves as trainer and facilitator for new and existing school bus drivers, bus attendants, and all CDL holders (i.e. coaches) for the safe and successful transport of students.

  • Ensures all training and training material is accurate, applicable and up-to-date, using virtual resources, individual one-on-one training, group training, and behind-the-wheel demonstrations.

  • Develops presentations and written materials for the training and communication of important information to department and district personnel.

  • Recruits individuals to become school bus drivers.

  • Oversees the interviewing, selection, and recommendation of new bus drivers and bus attendants.

  • Schedules and conducts training for in-service, safety meetings, and professional development days throughout the school year.

  • Prepares prospective school bus drivers for a class B driver's license with (P) passenger and (S) school bus endorsement, by reviewing state traffic safety rules, laws, signs and safety regulations.

  • Maintains accurate records of drivers' certifications and physical card status.

  • Stays up to date on current state traffic laws.

  • Schedules Texas School Bus certification and re-certification for all bus drivers.

  • Schedules specialized training (e.g. CPR, first aid, tracheotomy, seizure etc.) training for all employees.

  • Provides notice to drivers of upcoming expiration dates of required documents to ensure their renewal (physicals, driver's license, school bus certifications etc.).

  • Schedules periodic school site visits and road observations of drivers to ensure compliance with established procedures.

  • Compiles and analyzes monthly and periodic statistical reports of vehicle accident data and personal injury and makes recommendations for improvements.

  • Drives school bus routes as needed to support the operational needs of the department.

Safety

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.

  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

  • Knowledge of District policies, procedures and regulations.

  • Knowledge of records administration and maintenance techniques and procedures.

  • Knowledge of best practices in administration, program evaluation, and staff supervision.

  • Skill at an intermediate level in using Microsoft Office 365, especially Access, Word and Excel (pivot tables and functions including VLOOKUP) with the ability to create spreadsheets, databases, complex reports and word processing.

  • Skill in complex problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

  • Skill in providing exceptional service to both internal and external customers.

  • Skill in facilitating meetings, and presenting information in one-on-one, small group, and large group situations to students, parents, and District staff.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.

  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.

  • Lifting: Occasional light lifting and carrying (less than 15 pounds).

  • Environment: Works in an office setting; occasionally works with staff in the warehouse and maintenance shops which may result in exposure to outside temperatures include extreme heat, cold, or inclement weather; may require occasional irregular and/or prolonged hours.

  • Attendance: Regular and punctual attendance at the worksite is required for this position.

  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications

  • Education:

  • Accredited High School diploma, GED, or Texas Certificate of High School Equivalency.

  • Bachelor's degree with coursework in Business Administration or related field preferred.

  • Certification/License:

  • Clear and valid Texas CDL Class B driver's license with (P) passenger and (S) school bus endorsement; and ability to pass annual DOT physical examination.

  • Certified or ability to obtain certification within 90 days or first available class:

  • TXDOT CDL Third Party Examiner Designation

  • TEEX School Bus Driver Instructor Academy or TAPT School Bus Driver Academy completion

  • TAPT Accident Investigation (PDC 04) Course Certification completion

  • Texas Association of Pupil Transportation (TAPT) as a Trainer, Specialist or Supervisor.

  • Insurable by the District's insurance carrier required.

  • Experience:

  • 5 years' experience in one or more Transportation related roles such as Bus Attendant, Bus Driver, Transportation Dispatcher/Router, and/or Supervisor;

  • Experience may include:

  • Working as Team Lead or supervisor;

  • Scheduling school bus routes;

  • Reading maps and navigating to destinations;

  • Calculating route times, mileage, and staff time;

  • Operating computer and/or smart-device software to access databases, work email, create spreadsheets, and do word processing;

  • School district experience in Transportation preferred.

INSURABILITY REQUIREMENTS FOR ALL DRIVERS

  • Must be at least 21 years old.

  • NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.

  • Driving and accident record:

Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations http://dps.texas.gov/DriverLicense/driverrecords.htm

  • NO more than 2 violations during previous 36 months including:

  • moving traffic violations (including no more than 1 preventable accident);

  • failure to provide proof of valid driver's license or proof of insurance;

  • equipment violations.

  • NO Driving Under the Influence (DUI) for drug or alcohol.

  • NO leaving scene of an accident (bodily injury or physical damage).

  • NO vehicular assault, manslaughter, or homicide.

  • NO operating a vehicle with suspended or revoked driver's license.

  • NO reckless driving, speed contests, drag racing, or highway racing.

  • NO use of a vehicle in commission of a felony.

  • NO operating a vehicle without owner's permission (unauthorized use or grand theft).

  • NO permitting an unlicensed person to drive.

  • NO speeding more than 20 mph over the posted speed limit.

  • NO history of a conviction in a commercial or personal motor vehicle.

  • Additional restrictions may apply if directed by FWISD's Fleet Insurance Carrier.
