JOB TITLE: Coordinator, College, Career, and Technical Education

REPORTS TO: Director, Educational Opportunities and Services

DEFINITION: Plan, coordinate, and manage programs related to College, Career, and Technical Education, including, but not limited to curriculum and materials selection; data collection and analysis of Career and Technical Education (CTE) completers, industry certifications, and early college programs. Provide fiscal oversight of CTE, College and Career Readiness (CCR), and Blueprint for Maryland's Future funds. Observe, coach and provide feedback to content supervisors, resource teachers, career navigators, work-based learning coordinators, and others. Collaborate with transition facilitators around work and career opportunities for students ages 18 to 21. Ensures that CTE and early college programs address and support the system-wide goals and priorities and the implementation of the Blueprint for Maryland's Future. Performs other duties as assigned.

EXAMPLES OF ESSENTIAL DUTIES:

  • Provides leadership, consultation, coaching, and services to school administrators, teachers, and central office personnel in the implementation of career and technical education programs.

  • Coordinates strategic planning and office operations among the early college, career and technical education programs.

  • Provides leadership, coaching and supervision staff in the Office of College, Career, and Technical Education in carrying out their responsibilities to students, teachers, and schools.

  • Collaborates with Maryland institutes of higher education to offer early college access opportunities for students.

  • Collaborates and coordinates with secondary content offices and cross-divisionally to provide career and technical curriculum that integrates academic content and skill, with a focus on supporting students who have not met MSDE College and Career Readiness standards.

  • Develops and leads professional development for teachers, career navigators, and work-based learning coordinators on career and technical education curriculum, local, state, and federal requirements for inventory processes and procedures. Provides principals and school administrators with an overview and guidance regarding career and technical courses.

  • Communicates the Baltimore County Public Schools career and technology education curricula with the Community College of Baltimore County, the University of Maryland Baltimore County, Towson University, and others to identify collaborative opportunities that enable students to earn college credits and industry credentials.

  • Designs and develops the curriculum for Career and Technical Education disciplines, including course cost sheets to operationalize the fiscal responsibilities of each program.

  • Convenes and plans with the Career and Technical Education Advisory Council and other external business (i.e. Department of Economic and Workforce Development) and post-secondary partners to incorporate current national and regional academic and technical standards into curricula.

  • Evaluates career and technical education programs to identify those programs needing improvement and those for which there is no longer a viable labor market. Leads the process for new career and technical education program development to ensure equitable services to all students.

  • Plans, manages, and reports on expenditures of state funds, federal career and technical education grants, and local operating funds, to meet all local, state, and federal financial requirements.

  • Develops and administers operating, capital, and other budgets, and monitor business operations to ensure efficient, effective, and fiscally sound use of resources.

  • Manages, maintains, and oversees the equipment inventory purchased with federal and/or state funds and ensures that MSDE inventory procedures are followed.

  • Assists in the planning of new and renovated facilities.

  • Ensure the collection, monitoring, and analysis of student enrollment and achievement data in CTE courses, dual enrollment courses, attainment of CTE credentials and/or participation in an apprenticeship, to meet system and MSDE requirements.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Graduation from an accredited college or university with a master's degree in a field related to career and technology education.

  • Five years of progressively responsible leadership/ management experience in career and technology education.

Licenses and Certificates:

  • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with an Administrator I endorsement.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of the principles and practices of career and technology education.

  • Demonstrated outstanding oral and written communication skills.

  • Demonstrated strong leadership, management, and human relations skills.

  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.

  • Knowledge of and skill in data analysis.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work is interactive and will be performed in schools and office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT:

Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

SALARY: Grade 11 on the BCPS CASE 12-month pay scale $106,830 - $161,872.

This position is eligible for membership in the Maryland State Retirement System.

Pre-Employment Requirements:

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.

  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.

  • If you have military experience you will be asked to provide a copy of DD214.

  • Official transcripts for all higher education must be received prior to contract signing.

  • Some positions will require employees to undergo a physical examination and/or drug testing.

  • All newly hired personnel must attend a Badges and Benefits session.

  • Additional job verification will be required for salary credit.
