POSITION SUMMARY:

The Convenience Store Enforcement Coordinator is the primary individual responsible for the monitoring of businesses to ensure that convenience stores are in compliance with Chapter 721 "Convenience Stores Licensing Requirements", as well as zoning ordinances, building codes, housing codes, public nuisances, property maintenance, abandoned vehicles, animals, license regulations and other issues relating to health, safety and welfare of the community through the investigation of property conditions, initiation of procedures, and the development of direct relationships, communication, meetings, and follow-up with owners/tenants/employees of convenience stores.

ESSENTIAL JOB FUNCTIONS: 

  • Annually perform site visits and physical inspections of all convenience stores in the City of Toledo to support of the City's local code compliance program and issue a report of compliance or non-compliance; provide recommendations for resolution when property is non-compliant.

  • Ensures compliance of City regulations and ordinances including those pertaining to convenience store licensing, zoning, land use, license regulations, public nuisances, housing and building codes, health and safety, blight, graffiti, water waste, abandoned vehicles, animals, and other matters of public concern.

  • Responsible for proactively seeking out and scheduling engagement and follow-up opportunities, maintaining professional relations with property owners/agents/tenants/employees/neighbors/etc. to provide effective and efficient high-quality customer service.

  • Receives and responds to citizen complaints and reports on alleged violations of City zoning and related municipal codes and ordinances.

  • Issues and post warning notices, notices of violation, corrective notices, orders to comply and related documentation for code violations.

  • Prepares evidence in support of legal actions taken by the City.

  • Appears in court as necessary.

  • Testifies at hearings and in court proceedings as required.

  • Maintains accurate documentation and case files, including photos.

  • Ensures that all information is documented in (Citiworks) Case Management system and that Engage Toledo has the information they need to respond to a citizen about property complaints.

  • Patrols and conducts field inspections for parcels in their assigned areas to identify and evaluate and sweeps of problem areas and/or ordinance violations.

  • Interprets and explains municipal codes and ordinances to members of the general public, convenience store owners, and other interested groups.

  • Participates in department projects, supervises the work of seasonal workers, community work programs, and/or volunteers engaged in community clean-up and preservation activities.

  • Helps to determine location of vacant residence and businesses; ensures buildings are secured, posting properties as necessary; checks vacant buildings regularly for transient activity, graffiti, and other forms of vandalism; reports vacant properties for registry compliance.

  • May assist in researching, drafting, and reviewing municipal codes; participates in the development of forms and processes utilized to address various issues.

  • Perform related duties as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Operations, services, and activities of a municipal code compliance program.

  • Pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety, and related areas.

  • Procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations.

  • Effective public relations practices.

  • Methods and techniques of business correspondence and technical report preparation.

  • The County Auditors property information.

Skill in:

  • Operations of computers.

  • Independently performing a full range of municipal code enforcement and compliance duties.

  • Interpreting and applying Toledo Municipal Codes, ordinances, and regulations as listed in the qualifications.

  • Enforcement of pertinent codes, ordinances, laws and regulations with impartiality and efficiency.

  • Investigating complaints and mediating resolutions in a timely and tactful manner.

  • Preparing accurate and detailed documentation of investigations.

  • Working independently in the absence of supervision and collectively as a group.

  • Oral communications skills.

Ability to:

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

  • Graduation from an accredited college or university with a Bachelor's Degree in economics, political science, business or a closely related area.

  • Three (3) years of responsible experience in public contact work involving the interpretation, dissemination and/or enforcement of complex rules and regulations.

  • Must possess and maintain a valid state issued Driver's License.

  • Must obtain certification as a Property Maintenance & Housing Inspector and/or Zoning Inspector through the American Association of Code Enforcement (AACE) within the first year of appointment.
