People's Health Centers (PHC), through its mission, provides comprehensive primary healthcare, such as pediatrics, internal medicine, OB/GYN, dental, mammography, behavioral health, pharmacy, WIC, radiology, podiatry and laboratory services, to meet the health needs of the entire community. PHC provides quality health care and social services to thousands of uninsured and medically underserved people in the St. Louis community.

Essential Duties and Responsibilities:
Maintains chart of accounts, prepares compiles and reviews journal entries to post to the general ledger on a monthly basis.

Submit journal entries to the Chief Financial Officer (CFO) for review, before posting to the general ledger. Posts all monthly and year end adjusting entries as directed. Maintenance of complete filing system for all related accounting records and reports.

Administer financial and personnel policies within the department and recommends changes in financial policies to the CFO. Reviews all invoices before processing. Reviews all disbursement activity to ensure accuracy in payments, coding and posting to the general ledger.

Ensure all bank reconciliation's are prepared monthly and necessary journal entries recorded. Monitors and reports monthly on all contract/grant vouchers with supporting schedules. Monthly and quarterly analysis of payroll data for accuracy.

Make recommendations to develop, improve and update the Center's financial systems and procedures as necessary. Assists the CFO in preparing the monthly financial statements, including the trial balance. Assists the CFO in preparing required governmental reports consistent with the agency's particular reporting requirements.

Assists the CFO in preparing the organizational budget and other various budgets as needed. Analyze general ledger accounts to ensure accuracy of coding and account balances. Responsible for other duties as assigned.

Education and/or Experience: A Bachelors Degree in Accounting and a minimum of five years accounting experience, with three years being in a supervisory capacity.

CPA or MBA and health care experience preferred. Must have FQHC experience (Federally Qualified Health Center).

Computer Skills:
Proficient use of spreadsheets. Working knowledge of accounting software, IBM A/S 400, Microsoft Access, Excel and Word applications.

This includes development of a high-level milestone schedule during the planning stage of lifecycle and, then upon execution of project, a more detailed project schedule including elements of planning, design, permitting, procurement, construction and closeout. * Analyze change requests and implement into the baseline plan if approved. * Conduct routine schedule status updates. * Conduct routine cost/schedule analysis and reporting to ensure successful completion of project. This may consist of baseline variance analysis, earned value analysis, float analysis, critical path impact, milestone reviews, trend analysis, invoice summary, look ahead indication, delinquency reports and narrative summaries. * Conduct construction site visits to verify status, as needed, for major projects. * Assist with developing project budgets and updating forecasts/cash flows on a monthly basis. * Verify/Approve Contractor invoices. * Ensure completion of purchase orders, receipts, contracts, service agreements and/or other business requirements relating to cost and schedule control. * Attend and participate in project status review meetings. Qualifications: * Bachelor's degree in Engineering or Business-related discipline (Business, Construction Management, Finance, Accounting, etc.) from an accredited University required. MBA or advanced certification in Project Management, such as PMP or PMI-SP, is preferred. Also looking for candidate with following * 5+ year's experience as Project Scheduler on Utility projects * Intermediate knowledge of Transmission & Substation scheduling * Primavera P6 experience * Strong communication skills * Proactive and solutions based mind-set General accountabilities: * The Transmission Project Scheduler & Cost Controller plans, schedules, organizes, supports, audits, reports on and controls costs for Transmission projects. Specific responsibilities: * Schedule projects, review project cost and variance analysis; audit projects; reviews purchase orders and contracts; analyze scope change and design change requests; analyze progress and productivity and routine cost/scheduling reporting; maintain cost/scheduling monitoring function on site, as needed, for major projects. * Assist with developing project budgets, forecasts, financial analysis and reporting; developing project justifications and statistical analysis; ensure completion of purchase orders, receipts, contracts, service agreements and other business requirements relating to cost and schedule control. * Participate in financial process improvements and projects. * Provide assistance with financial planning of projects, financial analysis and project justifications. * Manage contingency/project risk using statistical techniques ex: Monte Carlo Analysis. * Perform complex analysis and earned value analysis. * Perform CPM scheduling techniques * Monitor and enforce standards, policies and procedures established by Transmission, client Corporation and regulatory entities. Education: * Bachelor's degree in engineering preferred. Will consider candidates with project controls experience in lieu of a degree. Certification/License: * PMP preferred Experience: * Five or more years of relevant experience in project management, scheduling, budgeting, forecasting, or project accounting required. Knowledge, Skills & Abilities: * Experience with financial applications such as UIP (CBS), Primavera, PowerPlant and API preferred. * Experience with EMPRV, TRIS, PeopleSoft and other PC tools preferred. * Knowledge of transmission system, and corresponding maintenance, operations and construction practices preferred.
