The Orange County Sanitation District (OCSD), a public agency that protects public health and the environment by providing effective wastewater collection, treatment, and recycling for approximately 2.6 million people in central and northwest Orange County, seeks candidates to fill the role of Controller.
This position oversees many of the Sanitation District's financial functions including accounting, budgeting, financial planning and financial reporting and supervises professional, technical and administrative financial staff of approximately 20 employees.
As a member of OCSD's management team, the candidate will have a major leadership role.
Under administrative direction, the successful candidate will: Direct, manage, supervise, and coordinate the District's financial activities and operations including government accounting, financial reporting, debt issuance strategies, budget administration,financial analysis, treasury and portfolio management, and developing and managing the District's financial systems.
Coordinate assigned activities with other divisions, departments, and outside agencies.
Provide highly responsible and complex administrative support to executive management.
Other duties include, but are not limited to: Planning, directing, coordinating, and reviewing the work plan of staff; Assigning work activities, projects, and programs; Reviewing and evaluating work products, methods, and procedures; Meeting with staff to identify and resolve problems; Overseeing and participating in the development and administration of the District-wide and Division's annual budget; Participating in the forecast of funds needed for staffing, equipment, materials, supplies, and capital improvements; and Reviewing, editing, and approving the monthly expenditure, quarterly financial and Comprehensive Annual Financial Report.

Job Requirements:
The successful candidate must possess the equivalent to a Bachelor's degree from an accredited college or university with major course work in governmentaccounting, finance, business administration or a related field; and eight (8)years of increasingly responsible financial management or government accounting experience including two years of administrative and supervisory responsibility.
Desired Certification(s): MPA, MBA, or CPA.

The annualsalary for this position is: $152,289.00 Benefits &Compensation Benefits include:holiday pay, medical, dental, vision and life insurance; long-term and short-term disability insurance; and employee assistanceprogram.
Additionally, the benefit package shall include deferred compensation options and executive disability insurance benefits.
All employees contribute to the Orange County Employees Retirement System (OCERS). Contributions are based on an OCERS actuarially-determined rate structure and age at time of employment; contributions are deducted on a pre-tax basis.
The retirement benefit formula is 2.5% at age 67; however, employees with reciprocity may be eligible for the 2.43% at age 65 retirement formula (also known as "1.667% @ 57.5"). For an overview.

Physical: Incumbents require sufficient physical ability to work in an office setting; stand or sit for prolonged periods of time; operate office equipment including use of a computer keyboard; push, pull, lift, and/or carry light amounts of weight; verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.

DISASTER SERVICE WORKERS All Orange County Sanitation District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the Orange County Sanitation District requires the affirmation of a loyalty oath to this effect.
Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.

This includes creating, editing, maintaining and, as necessary, collaborating on manufacturing and quality system documentation. Essential Duties and Responsibilities: * Process and prepare routes for Engineer Change Orders (ECO) for approval in Master Control. * Maintain files and control access to all original records and documents. * Distributes approved Quality System document for standard operating procedures, test methods, and other documentation as required. * Maintains a centralized documentation system for all procedures, keeps record of all document numbers, document revisions, superseded documents and retired documents that become obsolete. * Draft and/or revise Standard Operating Procedures as need it. * Format documents prepared by others for SOPs, MI,s TI, and all controlled documents for ECOs. * Use Oracle system to make changes for BOMs, part numbers, etc. * Review/file Production and Receiving Device History Records as needed. * Prepare and maintain Device Master Records. * Prepare Certificate of Analysis for Regulatory and Shipping Departments. * Assist and support sister companies as required. * Performs various hard copy and electronic file management. * Performs data entry as required * Performs light duties and other related duties as required and assigned QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
