Exempt/Non-Exempt Exempt Full-Time/Part-Time Full-Time Position Controller Description
The City of Saco is seeking a Controller who will be responsible for supporting the Finance Director with monitoring, supporting, and ensuring effective budget management, grant administration, and financial analysis. The Controller provides oversight of all core accounting functions and remains current on all reporting standards, investment and banking compliance requirements, and best municipal financial practices including accounting functions, payroll processing, and preparation of financial statements and reports.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Oversees the Accounts Payable, Revenues and Grants, Payroll, and other finance functions.
Performs month-end closure procedures.
Reviews and approves journal entries and other functions performed by staff.
Establishes and maintains internal control procedures that align with state and national standard accounting procedures.
Conducts quarterly audits of benefit billing and payroll and provides recommendations to the appropriate department head.
Responsible for the year-end audit process and preparation for the same, including assisting the Finance Director with the preparation of the city's Annual Comprehensive Financial Report in compliance with GFOA guidelines.
Assists the Finance Director and City Administrator with the municipal budget process including the Capital Program and Tax Increment Financing Districts.
Prepares all necessary reporting for State and Federal grants awarded to the city.
Performs other duties as assigned.
Position Requirements
NECESSARY KNOWLEDGE, SKILLS, & ABILITIES:
Direct experience with a computerized accounts payable system, such as MUNIS, encompassing the input of data, printing of checks, and maintaining vendor records.
Ability to:
prepare and analyze comprehensive reports;
carry out assigned projects to their completion;
communicate effectively verbally and in writing;
provide quality customer service;
establish and maintain effective working relationships with employees, city officials, and the public; and
efficiently and effectively assist with the maintenance of accounts payable.
Knowledge of accounting and payroll practices and regulations.
The employee must have or obtain a thorough knowledge and understanding of the City Charter and the Municipal Code of Ordinances, as well as State of Maine Regulations.
