GENERAL DESCRIPTION:

The Division of Criminal Investigation (DCI), under the Attorney General's office, seeks qualified applicants for a Control Terminal CJIS Specialist.

DCI is designated as the Wyoming Control Terminal Agency for the National Crime Information Center (NCIC), the National Law Enforcement Telecommunications System (NLETS), and the manager of the Wyoming Criminal Justice Information Network (WCJIN) for the state's law enforcement community. These systems provide automated telecommunication services to Wyoming criminal justice agencies. The Control Terminal CJIS Specialist is responsible for monitoring the system to ensure quality control of automated transactions by Wyoming user agencies and assist system users in resolving system problems and data questions related to NCIC NLETS WCJIN.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Make a final determination on behalf of the state for Wyoming terminal agencies by resolving questions regarding policies, procedures, interpretation of requirements, and terminal usage.

  • Monitor and quality control record transactions by terminal agencies by executing quality control procedures on records being entered, updated, and maintained in NCIC and Wyoming databases.

  • Provide expert advice and oversight.

  • Make recommendations for investigative follow-up. Send error messages to agencies found to have incorrectly coded data in the file and monitor the entering agency's corrective action.

  • Research and provide information upon any authorized request and produce reports as required.

  • Review, approve and create/edit new system users.

  • Create, update, and maintain section statistics.

  • Maintain liaison with the National Center for Missing and Exploited Children and forward notices as required.

  • Perform surveillance of automated criminal justice data communications systems by performing frequent status checks via network PC on system terminal network computers and local, state, and federal communication circuits.

  • Travel statewide to conduct compliance audits of local, state, and federal law enforcement agencies' compliance with state and federal regulations governing law enforcement telecommunications, including NCIC, NLETS, and WCJIN policies and procedures.

  • Present Peace Officer Standards and Training (POST) required training classes at the Wyoming Law Enforcement Academy and regional venues to certify law enforcement communications personnel.

  • Responsible for maintaining all manuals and training material to reflect changes made to NCIC, NLETS, and WCJIN operating systems.

  • Participate in the development and writing of training outlines, including tests, policies, and manuals.

  • Participate in drafting and maintaining message formats (preformatted forms) in the WCJIN message switch.

  • Support investigative personnel by performing criminal history, vehicle registrations, driver's license inquiries, and other data searches as requested and required for ongoing criminal investigations.

  • Provide services to authorized agencies that do not have terminal equipment and create and maintain various databases; create and maintain databases for agencies that do not have access to terminals.

Qualifications

PREFERENCES:

Preference will be given to candidates with an associate's degree in criminal justice, administration of justice, law enforcement, computer science, or telecommunications.

Preference will be given to candidates withtwo years of work experience in law enforcement, operating and monitoring computerized telecommunications equipment, or management information systems.

KNOWLEDGE:

  • Knowledge of the structure of criminal justice systems at the local, state, and federal levels.

  • Knowledge of principles and concepts of computer systems and operations.

  • Knowledge of privacy act requirements and security and other related rules and regulations.

  • Knowledge of operations of telecommunications systems and related equipment at the state, national, and local levels.

  • Knowledge of a variety of data communications and reporting systems.

  • Knowledge of the criminal justice system.

  • Knowledge of office work procedures, standards, and practices.

  • Skill in monitoring, programming, and problem-solving computers and communications equipment.

  • Skill in oral and written communication.

  • Skill in the operation of personal computers and supporting equipment.

  • Skill in monitoring data communications networks.

  • Skill in training methods.

  • Skill in the use of extensive user manuals.

  • Skill in interpersonal relations.

  • Skill in work organization and the ability to work independently.

  • Ability to interpret and communicate policies and procedures and statutory mandates to various criminal justice agencies.

  • Ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

  • Ability to establish and maintain good working relationships with law enforcement and criminal justice systems users, criminal justice system users, and computer center personnel.

  • Ability to identify and compare data in a variety of telecommunication networks.

  • Ability to complete tasks promptly with minimum supervision.

  • Ability to identify possible problem areas in the telecommunication networks and provide solutions.

  • Ability to handle multi-tasks efficiently and accurately.

  • Ability to work well under pressure and be able to think quickly and clearly.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-2 years of progressive work experience in (Criminal Justice Information Systems) with acquired knowledge at the level of a (Criminal Justice Records Analyst)

Certificates, Licenses, Registrations:

Valid Driver's License

Education & ExperienceSubstitution:

3-5 years of progressive work experience in (Criminal Justice Information Systems) with acquired knowledge at the level of a (Criminal Justice Records Analyst)

  • FLSA: Non-Exempt

  • Ability to travel statewide.

  • Ability to work overtime as required.
