Candidate Specification

The ideal candidate will have the following experience:

  • Bachelor's degree in Engineering, Architecture, Construction Management or related field.

  • Engineer-in-training registration is required. Registration as a Professional Engineer is desirable.

  • Approximately ten (10) years of contract administration, management or supervision experience on large, complex civil and transportation infrastructure projects.

  • Strong detail oriented organizational skills

  • Strong working knowledge and understanding of construction project contracts including Design-Build, Design-Bid-Build delivery methods.

  • Excellent understanding and conversant of construction means and methods.

  • Must possess strong interpersonal, written and oral communication skills.

  • Working knowledge and capabilities with MS Office software, Office 365 and SharePoint.

Job Description

The Contracts Support Specialist for this large signature project in Los Angeles will assist the with the administration and support awareness of all elements of contractual terms and conditions of the project prime agreement. The Contracts Support Specialist is mid-level position with opportunity for advancement and will work in a dynamic integrated team environment. The focus is to provide contractual clarifications, support and advisement to senior project managers and executives. The position will be of particular interest to those seeking senior construction management, contracts focused careers.

Duties and Responsibilities

  • Maintain current status Design-Build contract documents.

  • Maintain records necessary to ensure the effective administration of all contractual matters.

  • Able to research, document, and clarify issue-specific contractual obligations and provisions.

  • Understand, assemble and maintain issues documentation and chronologies.

  • Review change scopes, submittal review responses, requests for information responses for contract correctness.

  • Review and validate justification of contractor requests for change and claims.

  • Assist with formulating contract correspondence.

  • Maintain change and work progress status logs and files.

  • Prepare summarized executive briefings, and exhibits.

Job Summary The Broker Support Specialist II will contribute to the success of the day to day growth strategy by providing support to L.A. Care's Broker and Strategic Partnerships. The strategic partners may include brokers, associations, and governing agencies. This position is responsible for building and maintaining a positive and professional relationship with L.A. Care's contracted General Agencies (GA) and their contracted Agents. This role provides training and basic knowledge on L.A. Care and specified lines of business, and acts as an expert in knowledge on Sales Force and all proprietary systems, procedures and tools. This person is also responsible for performing support activities as needed to ensure that the GA and Agent experience with L.A. Care has a high degree of satisfaction. In addition, a high degree of customer service is expected to all Management, the Sales Teams and interdepartmentally, to ensure that growth and retention for L.A. Care members and beneficiaries. Duties Customer Relations: Manage the inside support requirements of multiple inquiries from the contracted broker community. Maintain relationships, answer inquiries from brokers via Sales Force, telephonic or any alternate communication. Researches and provides resolution as established by department Key Performance Indicators (KPI's). Acts as a subject matter expert for all of L.A. Care's benefits for each line of business. Training: Provide training and guidance to broker and strategic partners on products, services, process and available tools. Participate in communication, both schedule and ad hoc. Lead and partner in training opportunities with the sales management team. Participate in needs assessments to determine gaps in process which may lead to training opportunities. Monitor and track: Monitor and track the progress and outcomes of partnerships through documentation and communication to Management. Review request reports to ensure inquiries are closed according to KPIs. Ensure documentation meets standards through regular audits, providing leadership with trends of inquiries through daily tracking. Represent L.A. Care with Broker and Strategic Partners: Participate in and represent in a professional manner any L.A. Care related functions to growth for broker and strategic partners. Maintaining relationship with partners at internal and external event. Collaborate interdepartmentally as needed and provide pertinent information for presentation at events. Compliance and Regulatory Requirements: Work with internal Sales compliance staff to monitor sales regulations and adherence to State and Federal Marketing guidelines. In addition, work with systems to ensure appropriate data is collected for auditing purposes. Report activities and impact of potential compliance or regulatory issues. Identify solutions for any issues that arise and troubleshoot to ensure resolutions to maintain compliance with regulations. Perform other duties as assigned. Education Required High School Diploma/or High School Equivalency Certificate Education Preferred Experience Required: At least 0-2 years of working in a health plan or broker related environment, including but not limited to the following interface of these functions: Sales outreach and enrollment; Customer service; Project coordination; Understanding of production regulations, including Medicare, Medi-Cal and Covered California. Skills Preferred: Knowledge of CRM systems and navigation for contact resolution. Experience with assisting beneficiaries in Covered California and Medicare.
